GENERAL MANAGER
JOB SUMMARY
The General Manager ("GM") is responsible for the direction of operations, maintenance, new construction, compliance, personnel management, administrative oversight, and preparing the annual capital budget. They collaborate closely with departmental management to ensure effective oversight and operational support aligned with divisional needs. The GM also partners with the Assistant General Manager ("AGM") to ensure comprehensive training, support, and guidance for internal departments. Additionally, they work alongside the Vice President of Operations to facilitate cohesive communication within the Division.
JOB DUTIES AND ESSENTIAL FUNCTIONS
The GM performs a variety of Division functions, which may include, but are not limited to the following:
- Works directly with the AGM to ensure daily, weekly, and monthly workflow planning is supporting each of our management groups, and the division personnel.
- Oversees Environmental Compliance to ensure the division is following all policies and procedures to meet all local, State and Federal, drinking water standards.
- Alerts the Operations Department of any potential or actual operation or maintenance concerns.
- Promptly notifies the Engineering Department of any urgent operational needs concerning division facilities.
- Working with the management team, the GM prepares the annual construction budget.
- Oversees Division construction programs to ensure compliance with company specification and procedures. .
- Ensures compliance with all company regulations.
- Directs the company's safety program and ensures compliance with OSHA safety regulations.
- Represents company at local level through participation in civic, governmental, and any required water related boards.
- Represents company at city, county, chamber of commerce meetings or events as needed.
- Informs corporate office of local issues related to attendance at such meetings and through contacts with local government officials and other business leaders.
- Performs other duties as assigned by Vice President - Operations.
SKILLS, KNOWLEDGE, AND PHYSICAL REQUIREMENTS
Skills, knowledge, and physical requirements include, but are not limited to the following:
- Must possess strong leadership skills and the ability to provide instruction to all subordinate managers.
- Must have a strong working knowledge of all division practices and all company policies and procedures.
- Possess a thorough understanding of all operational characteristics associated with the operation of the water system.
- Must be able to communicate effectively with customers, officials, business leaders and contractors.
- Must play an active role to ensure all customer service financial obligations of the division are met regarding: Daily cash reports, daily deposits, managers work fund, etc.
- Able to perform repetitive physical activities, including walking, sitting, standing, bending, stooping, reaching, and using a computer keyboard.
- Able to remain in a sitting position for extended periods of time.
- Must be physically able to perform work that requires walking, bending kneeling and limited lifting.
- Must be able to work outside in all types of weather.
- Able to lift, push or pull up to 50 pounds.

EDUCATION, TRAINING AND EXPERIENCE
The following are required:
- High school graduate or equivalent.
- Three (3) years' experience as Utility Worker III or comparable experience. Able to read construction drawings; have a thorough understanding of water distribution systems, water treatment and water testing requirements; possess effective communication skills and be able to deal effectively with customers, contractors, regulatory agencies, and material suppliers.
- Must be familiar with various construction methods and with the Company's Standard Specifications; must be able to inspect construction projects to ensure compliance with Company Standard Specifications and Arizona Department of Environmental Quality Engineering Bulletin No. 10.
- Must have a valid, appropriate Arizona driver's license with an acceptable driving record.
- Must have an Arizona Department of Environmental Quality Operator Certificate for Water Distribution and Water Treatment at a grade level specified by the Company.
- Must be able to demonstrate proficiency in the use of Microsoft Office Suite.
- Must be able to use a personal computer or tablet, to carry out the tasks commensurate of the GM position.
