    Job Title: Director of Human Resources

    Department: Human Resources
    Reports To: Superintendent of Schools
    FLSA Status: Exempt
    Location: USD 470-Arkansas City Public Schools

    Job Summary:

    The Director of Human Resources (HR) is responsible for the strategic leadership, planning, and management of the human resources function within the district. This includes overseeing recruitment, hiring, employee relations, compensation and benefits, staff development, performance management, compliance with federal and state labor laws, and the development of HR policies and procedures. The Director will work closely with the Superintendent, school leaders, and district personnel to foster a positive, equitable, and supportive work environment for all district employees.

    Key Responsibilities:

    1. Leadership and Strategic Planning

    • Lead and manage all aspects of human resources for the district, ensuring alignment with the district’s mission, vision, and strategic goals.
    • Develop, implement, and regularly evaluate HR policies, procedures, and practices that enhance employee engagement, retention, and overall organizational effectiveness.
    • Serve as a strategic partner and advisor to the Superintendent, school administrators, and department heads on HR-related issues.
    • Foster a positive, inclusive, and equitable workplace culture that promotes and supports employee well-being.
    • Develop, update, and maintain job descriptions for district employees.
    • Supervise and mentor HR staff, providing guidance, training, and professional development opportunities.

    2. Recruitment and Staffing

    • Responsible for the creation of employment postings, interviewing, and the communications process with applicants.
    • Oversee the recruitment, selection process, and onboarding for all district personnel, including teachers, administrators, and support staff.
    • Develop and maintain strategies to attract a pool of qualified candidates.
    • Ensure compliance with all hiring laws and district policies.
    • Administer background checks, reference checks, and other pre-employment screenings.

    3. Employee Relations and Conflict Resolution

    • Address employee concerns, grievances, and conflicts in a fair and timely manner, using restorative practices and conflict resolution strategies.
    • Provide counsel and guidance to managers and employees on performance issues, discipline, and workplace conduct.
    • Support the development and implementation of staff wellness and engagement initiatives.

    4. Compliance and Legal Responsibilities

    • Support district efforts in promoting a safe and healthy work environment for all employees.
    • Ensure district compliance with all federal, state, and local labor laws, including those related to equal employment opportunity (EEO), workplace safety, and collective bargaining.
    • Stay current on changes in labor law, and ensure district policies are updated accordingly.
    • Oversee the development and maintenance of accurate personnel records and ensure that records are confidential and secure.
    • Assist in preparing reports related to staffing, compensation, and other HR metrics for the school board and district leadership.

    5. Compensation and Benefits Administration

    • Assist in the oversight of employee compensation, benefit and retirement programs, ensuring competitiveness and compliance with contractual agreements and legal requirements.
    • Collaborate on salary structures, classification plans, and other compensation-related matters.
    • Collaborate with external partners to manage employee benefits programs, including health insurance, retirement plans, and other employee services.

    6. Staff Training

    • Collaborate on the development of comprehensive training programs for district staff.
    • Collaborate in supporting district improvement efforts.
    • Support leadership in identifying talent development opportunities to enhance staff capacity and support student success.

    Qualifications:

    Education and Experience

    • Human Resources degree or experience preferred.
    • Knowledge of HR best practices, employment law, labor relations, and public school district operations.

    Skills and Abilities

    • Strong leadership and interpersonal skills, with the ability to work effectively with employees and stakeholders.
    • Excellent communication skills, both written and verbal.
    • Ability to manage multiple priorities, solve complex problems, and make sound decisions.
    • Strong organizational skills and attention to detail.
    • Ability to maintain confidentiality and manage sensitive information with discretion.

    Working Conditions:

    • Full-time position with occasional evening or weekend work required to meet district needs.
    • Ability to travel between district sites and out of the district as needed.
    • Must be able to work under pressure and meet deadlines in a fast-paced environment.
    • Occasional exposure to stressful situations and employee conflicts.
