Job Summary
The Payroll Specialist supports the payroll TIER 2 and 3 helpdesks. This position performs the bi-weekly processing of payroll and the submission of files to the Defense Finance Accounting Service (DFAS). Additionally, this position resolves processing errors and issues in the Defense Civilian Payroll System (DCPS) and the Automated Time Attendance and Production System (ATAAPS).
Essential Functions
- Assist in bi-weekly payroll processing and submission of Time and Attendance payroll files.
- Resolve, respond and assist employees with issues regarding ATAAPs
- Respond to payroll-related phone calls, faxes and emails
- Process bi-weekly payroll accounting entries
- Process weekly and bi-weekly STARS and DFAS payroll reconciliation reports
- Process corrections and adjustments for payroll expenses in STARS and Payroll Labor Distribution Systems (PLDS) for program offices
- Generate bi-weekly/monthly payroll accrual entries and correct funding failures
- Review student loan repayment packages and submit repayment information to DFAS, generate periodic reconciliation reports, and respond to participant inquiries
- Generate Microsoft Access database reports to respond to customer inquiries
- Verify Federal government employment and submit wage garnishment information to DFAS for processing
- Compile and review audit requests for leave and debt issues
- Process advance sick leave requests, interagency donated leave requests and CFC donations
- Process restored leave requests
- Process new hire employee packages and enter data information into the payroll system
- Scan and upload all payroll related forms to the on-line repository
- Respond to customer inquiries; both in writing and verbally
- Track, research and resolve edits
- Perform systems testing
- Resolve payroll helpdesk tickets as needed
Job Specifications
The successful candidate has demonstrated excellent organizational, as well as verbal and written communication skills. The ideal candidate will have working knowledge of the following systems – ATAAPS, DCPS, DOE info and/or Remedy. The successful candidate will also provide proactive solutions.
Education: Minimum of a high school diploma or 5 years of experience
Experience: Requires training/experience in government payroll and accounting systems. Some specialized formal training in Office software preferred.
