Reports To: Superintendent

Supervises: All Business Department staff including but not limited to employees in payroll, benefits, purchasing; Directors of Food Service, Facilities and Operations, and Transportation

Salary: $175,000-$200,000

Job Goal: Responsible for the administration of the overall business, financial and facility operations of the district, including all business services functions, facility development, maintenance and operations, transportation and food services and risk management. This position has a central role in supporting the District's Mission through planning and analysis of current programs, support systems, and expenditures. The Assistant Superintendent is a member of the Administrative Cabinet.

Performance Requirements:

The position of Assistant Superintendent for Business requires a thorough knowledge of all areas of the fiscal affairs of the District, including a working knowledge of District policies and county, state and federal regulations related to financial operations and facilities development. The individual must possess the knowledge and skills to effectively supervise and evaluate a large and diverse workforce through the use of organizational and managerial best practices. The Assistant Superintendent must have the ability to communicate via multiple modalities and present accurately and confidently to a variety of constituent groups.

Specific Responsibilities Include (but are not limited to):

  • Supervise the District's business and support services
  • Participate in the collaborative development, administration and communication of the annual budget
  • Responsible for budget development, administration and long-range financial planning for the District; prepares and monitors the annual budget
  • Provides leadership, support, oversees and evaluates administration of assigned departments for the purpose of ensuring effective delivery of services to schools, departments and the community
  • Administers and interprets statutes, regulations and policies concerned with the responsibilities of business, finance, transportation, nutrition services, facilities, operations and maintenance
  • Prepares financial, business and facility reports for the Superintendent, staff, Governing Board, and county, state and federal agencies
  • Provides leadership for all aspects of State Facilities and Deferred Maintenance Programs including eligibility, design approval and facilities grant awards. Prepares accurate and timely financial reports of facilities projects, State Facilities Grants and State Deferred Maintenance Program
  • Lead and organize the department for the best possible service to the instructional program under the provisions of federal and state laws, Board policy and administrative regulations
  • Supervise the District's accounting procedures for all funds and all auditing procedures
  • Supervise all procedures related to the purchase, receipt, and payment of all goods and services
  • Supervise the functions of facilities and maintenance, school lunch services, and transportation
  • Support and participate in contract negotiations as needed with the respective collective bargaining units
  • Develop long-range fiscal and capital plans
  • Provide direction and supervision for the functions of payroll, accounts payable and debt service
  • Work effectively in a collaborative team-oriented environment
  • Act as advisor to the Superintendent on all questions related to business and financial affairs of the District
  • Work closely and cooperatively with independent auditors employed by the Board in order to meet legal obligations for insuring sound fiscal controls
  • Prepare financial and business reports as required and requested by the Superintendent, and secure legal interpretations concerning District business activities and contracts
  • Protect the District's interests in projects related to facilities, contractors, vendors, and any other business relationship
  • Establish a system that ensures completion of projects in accordance with established agreements prior to release of funds in matters related to capital expenditures
  • Plan and direct appropriate protection of and accountability for District property
  • Assist the Superintendent in the development of general policies concerning Business Services in keeping with all legal requirements, and coordinate the execution of Board policy and administrative regulations related to Business Services
  • Perform other functions as determined by the Superintendent of Schools

Job Qualifications


Qualifications
:

  • Possesses New York State Certification for School District Business Administrator (SDBA) or School Business Administrator (SBA) or School District Administrator (SDA)
  • Experience as a School Business Administrator/Official preferred
