The Department of Environmental Services (DES) is seeking a Contract Specialist to be responsible for executing, administering, and monitoring contracts for County-wide print and bindery services, and serve as the main point of contact for all contract management and coordination responsibilities. This position will also schedule all routine and urgent maintenance work on the County's fleet of multifunctional print and bindery devices. While this is a non-supervisory position, it will oversee the work of contractors to ensure contractual compliance.

Responsibilities
Specific duties include:
- Managing all contract-related activities including cost analysis, statements of work, negotiations, compliance monitoring, and procurement pricing;
- Reviewing contractor performance, resolving billing issues, and ensuring accuracy of financial processes such as invoice reviews, Purchase Order (PO) generation, and chargebacks;
- Coordinating contract solicitations including developing RFPs and exploring alternative options like rider contracts, while minimizing delays and emergency purchases;
- Building and maintaining strong relationships with stakeholders, vendors, and customers, by addressing concerns, resolving performance issues, and providing technical assistance;
- Acting as a technical resource for contracting, monitoring, auditing, and compliance; and
- Developing procedures for inventory, print jobs, and equipment maintenance.
Qualifications
Minimum:
- Bachelor's degree in public administration, business administration or economics or other relevant field of study; and
- Considerable experience with contract development and/or grant management or a closely related field.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Advanced proficiency using Microsoft Excel with PivotTables and formulas;
- Procurement and contract management for a production operation, print and bindery service, or related agency; and
- Overseeing the work of contractors to ensure contractual compliance.
