Job Description
The Department of Environmental Services (DES) is seeking an experienced and collaborative executive to provide leadership and strategic direction for the Facilities and Engineering Division. The ideal candidate will have a strong background in establishing strategic goals, performance management, staff development, and communications to stakeholders.
The Deputy Director will set priorities for the Division’s four Bureaus in the planning, design, and delivery of infrastructure projects to meet the County’s operational and functional needs. Responsibilities include staff development and training, long-term planning for facility space needs, and implementing capital improvement infrastructure projects for facilities, roadways, utilities, and stormwater projects in the County.

It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information. A pre-hire federal background check and State of Virginia Central Registry check will also be completed before hire.
Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

Additional Information
Work Hours: Flexible work schedule, Monday through Friday, 8:00 a.m. to 5:00 p.m., with some telework opportunities. Employee must be accessible after business hours to handle critical operations and emergencies. This position may be required to work during emergencies regardless of whether some or all County facilities are closed, or programs and services are cancelled.
The salary is negotiable. Starting salary will depend upon the experience of the candidate selected.
The official title for this position is DES Deputy Director.
This position is in the Arlington County Government’s Senior Program Management program, in which Senior Program Managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, and results achieved. - Facilities Design and Construction: New construction or renovation of facilities serving County operating groups (Libraries, Community Centers, Fire Stations, Courts, Public Safety, and overall Office Spaces needs for the County).
- Facilities Management: Maintaining a state of good repair for 90 buildings, including replacement or repair of facilities’ operating equipment, providing custodial services, and managing the County’s motor pool vehicles.
- Engineering: Providing design and construction management services for roadway, utilities and stormwater improvements in County right-of-way and storm water management in various locations.
- Real Estate: Acquisition, leasing, or disposition of real property necessary for County operations, obtaining easements for construction in the right-of-way, and collaborating with the County Attorney on interpretation and direction for appropriate uses of County properties.

Responsibilities
The Deputy Director’s specific duties include:
- Developing project scopes and budgets for infrastructure development and maintenance, in collaboration with County operating departments;
- Preparing requests for operating and capital program funding essential to developing and maintaining County facilities and infrastructure;
- Providing strategic direction to the four Bureaus in implementing additions, replacements and improvements of County infrastructure aligned with the approved budgets;
- Maintaining oversight on Bureau progress in meeting their performance goals, identifying issues, providing direction for resolution and/or elevating when programmatic guidance is needed;
- Maintaining a strong awareness of emerging needs from County leadership and providing direction to Bureaus when needed to accommodate new requirements or redirection of priorities;
- Creating development and professional growth targets for Bureau Chiefs, supporting Chiefs in their setting growth standards for their direct reports and supporting staff;
- Determining when staffing changes are needed to meet emerging needs or performance objectives; and
- Overseeing the development of presentations of Bureau accomplishments, funding requests, and capital projects delivery tailored to specific audiences: County leadership, County Board Members, Civic Associations, Advisory Commissions, and the public.
- A strong background in collaborating with operating units and budgeting staff for the planning and development of complex facilities and capital projects and having experience delivering projects on time and within budget.
- Providing strategic direction and management to multiple teams responsible for implementing facility development and maintenance with an established record of performance.
- Excellent communication skills and public engagement experience to present programs, budgets, and progress reports to the organization's leadership and public as appropriate.
- Demonstrated ability in managing changing priorities and problem solving as leadership goals or objectives require adjustments.
- Supporting development of team members development for their career advancement.
- Capability to manage various client and customer space requests and translating this into the actual needs that will potentially be scoped, budgeted and implemented as capital projects in the County’s Capital Improvement Program (CIP).
Minimum
- This position requires a combination of education and significant senior level experience that demonstrates successful leadership in managing infrastructure development and maintenance in multipurpose developments.
- Bachelor’s degree in engineering, architecture, or related field.
- Five or more years of relevant public sector experience in managing design and construction of vertical and/or horizontal projects.
- Program management experience with responsibilities for multiple projects through all phases of development and delivery turnover to an operating unit.
- Licensure as a Professional Engineer or Registered Architect in Virginia or a state with reciprocity with Virginia.
