Hiring Bonus: This position includes a $2,500.00 gross signing bonus at hire and $2,500.00 gross bonus at the completion of the probationary period.

Arlington County's Department of Human Services (DHS) is seeking a Behavioral Health Manager to serve in a highly responsible clinical position which provides leadership and coordinates the work of a team of therapists and case managers on the Outpatient and Community Services Team within the Children's Behavioral Health Bureau of the Child and Family Services Division. This Team is composed of clinicians who may provide outpatient services (therapy and/or case management), an Assistant Manager and co-located school-based program clinicians. Outpatient and Community Services Team is one of four teams in the Children's Behavioral Healthcare Bureau. Taken together, these four teams comprise the Arlington County Community Services Board's child and family behavioral health and behavioral health wellness services. The manager of the team collaborates routinely with the other three managers within the Bureau, across the Division and with other child serving agencies, as work overlaps and intersects.

The clients served in the Bureau come from racially, ethnically and culturally diverse populations that include Spanish-speaking children and parents with limited English-speaking skills. Clients include children, teenagers and their families.

Specific duties include:

  • Providing clinical, licensure and administrative supervision and day-to-day clinical and administrative guidance for staff to ensure quality trauma informed, equitable and evidenced based models are being implemented;
  • Reviewing clinical (and signing as necessary) documentation by staff;
  • Hiring and training new and current employees;
  • Developing policies, procedures and service protocols to enhance and ensure equitable service delivery;
  • Evaluating staff performance based on set measures;
  • Recommending and implementing policies and procedures for the program;
  • Assessing referrals to determine case priority and assigning staff;
  • Ensuring compliance with documentation standards and licensure requirements; and
  • Collaborating with key internal and external partners in support of system wide improvements to include participation in Department, county wide and regional work groups and committees.

Minimum:

  • Master's degree in a clinical discipline such as Social Work, Counseling, Psychology, or another directly related clinical discipline, which required a clinical practicum involving diagnostic, treatment, and case management services, plus
  • Significant experience in providing direct clinical social work or clinical mental health/substance abuse services.
  • The above experience must include experience coordinating/administering services.

Licenses/Certification: Licensure at the clinical level (LPC, LCP, LMFT, LCSW) is required, with the ability to obtain Virginia licensure, if not currently licensed in Virginia, within 90 days (about 3 months) of hire. Must meet the requirements to be a clinical supervisor based on the Virginia board of licensing.


Desirable: Preference may be given to those with experience in one or more of the following:

  • Diagnosing and assessing children and adolescents with DSM-V diagnoses
  • Program/project analysis and planning;
  • Providing clinical supervision;
  • Assessing emergent needs or crisis situations;
  • Managing organizational change and transition

SPECIAL REQUIREMENTS

A pre-hire background check will be made on all candidates selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:

  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.

ADDITIONAL INFORMATION

Work Hours: 8:30 a.m. to 5:00 p.m., Monday through Friday with some telework. At least 2 evenings are required.

The official title for this position is Behavioral Health Supervisor.
