Arlington County’s Department of Human Services (DHS) is seeking a highly experienced Executive Director to provide oversight of the County’s Housing Choice Voucher Program (HCVP), recognized by the U.S. Department of Housing and Urban Development (HUD) as a quasi-Public Housing Agency. The HCVP subsidizes rental assistance for low-income households enabling their access to live in decent, safe, and sanitary housing within the private rental market. This position has responsibility for leading the administration of Arlington County’s tenant-based vouchers and other programs including the Family Unification Program (FUP), Rental Assistance Demonstration (RAD), Homeless Supportive Housing, Housing Opportunities for Persons with AIDS (HOPWA), Project-Based Vouchers, and Veterans Assistance Supportive Housing (VASH).
- Ensuring the federally funded HCVP implementation is in compliance with mandated schedules, policies, procedures, and regulations;
- Interpreting and monitoring adherence to federal and local laws, regulations, and mandates;
- Monitoring the development and implementation of waitlist plans for HCVP;
- Developing and monitoring staff training programs and participation;
- Evaluating the programs effectiveness and amending as needed;
- Monitoring HCVP assisted Project-Based, New Construction and Rehabilitation contracts;
- Providing senior leadership on feasibility of program work plans, workload data utilized in the development and review of long-range project schedules and work requirements;
- Directing the process for forecasting and determining additional funding needed;
- Representing the HCVP to other County departments, elected officials, and outside agencies, including HUD; and Maintaining communications with neighborhood associations and other community organizations.

- Proven conflict resolution and interpersonal skills with ability to develop positive, trusting relationships, with program consumers, landlords, and other stakeholders;
- Experience working well under pressure to complete necessary tasks within specified timelines;
- Proven experience leading teams for optimal performance;
- Ability to work under pivoting conditions and outside core business hours is also essential for this role;
- Knowledge of responsible management of federally funded housing assistance programs; and
- Ability to manage fiscal resources and think strategically to develop and implement effective programs and services.

Minimum:
- Bachelor’s degree in Housing Planning, Public Administration, Business Administration, Economics, Social Sciences, Human Services, or a closely related field;
- Significant and progressively responsible experience in rental assistance program administration, public housing/HCVP, or residential property management experience, including demonstrated supervisory leadership; plus A cover letter describing your experience (See Special Requirements section for details.)
Desirables: Preference may be given to candidates who possess a Master’s degree in Housing Planning, Public Administration, Business Administration, Economics, Social Sciences, Human Services, or a closely related field.

Additional Information
Work hours: 8:00 a.m. to 5:00 p.m. Monday through Friday, with a flexible schedule as needed to accommodate occasional nights and weekends. This position is eligible for some telework.
