Arlington County's Department of Human Services (DHS) is seeking a Guardianship Coordinator (Human Services Clinician II) with the Adult Services program within the Aging and Disability Services Division (ADSD). The Adult Services program serves persons aged 60 years and older and 18 years and older with a permanent physical or mental disability. The AS program also provides oversight to the County’s Guardianship program.

The Guardianship Coordinator will recruit, train, and support court-appointed volunteer guardians and conservators for individuals who have been deemed by the court to no longer make informed decisions for themselves. This role would also support DHS staff with navigating the guardianship process, facilitate the Guardianship panel and maintain frequent communication with the County Attorney’s Office and Clerk related to guardianship issues.

Additionally, the Guardianship Coordinator would assume clinical case management and oversight of assigned guardianship cases and conduct outreach visits to select clients. This role will provide assessments, offer interventions to reduce risk and assist in the development of service plans to enhance client’s quality of life and ensure safety in the least restrictive environment. The position will also coordinate outreach and training resources to the community on guardianship issues.

Specific duties include:

  • Receiving guardianship reports, ensuring timeliness and accuracy and follows up on reports of concerns or allegations of abuse, neglect or exploitation;
  • Contacting guardians and conservators who are delinquent in their reporting;
  • Conducting face-to-face monitoring visits with guardian(s)/client(s) to ensure the client is receiving proper care;
  • Providing clinical case management and oversight of assigned guardianship cases and conducting outreach visits to select clients;
  • Supporting DHS staff with navigating the guardianship process, facilitating the Guardianship panel and maintaining frequent communication with the County Attorney’s Office and Clerk related to guardianship issues;
  • Entering documentation within designated time frames and preparing monthly, quarterly and annual metrics, reporting out trends to leadership and key stakeholders;
  • Gathering data for performance metrics and preparing reports to ensure compliance and to evaluate program performance;
  • Maintaining and reviewing electronic case records in compliance with clinical and regulatory requirements and ensuring quality assurance standards are met;
  • Providing outreach and education to staff and the community on guardianship programs;
  • Recruiting volunteer guardians and providing training, education and support to guardians serving County residents;
  • Providing on-call and emergency after-hours support, serving on after hours duty rotation, accepting Adult Protective Services (APS) intake calls during evening and weekend hours; and
  • Representing Arlington at the Working Interdisciplinary Networks of Guardianship Stakeholders (WINGS) committee; a group of judges, attorneys, and other stakeholders, throughout Virginia, committed to the efficiency, equity, and efficacy of the Guardianship program to ensure protection for the most vulnerable.


Minimums:

  • Master's Degree in Social Work, Counseling, Psychology, or other directly related clinical discipline, all of which required a clinical practicum involving diagnostic, treatment, and case management services.
  • Two years of post-Master's Degree experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services.

Substitution: Directly related higher level clinical degrees may substitute for the Master's Degree education requirement and 1 year of experience.

Desirables: Preference may be given to candidates with one or more of the following:

  • Experience working with older adults, persons with disabilities, and/or elder law;
  • Familiarity with Guardianships, Conservatorship, and the legal process for substitute-decision making;
  • Experience with a No Wrong Door system of record and/or PeerPlace electronic database;
  • Experience coordinating and delivering services through an integrated service model and throughout the range of service intensity in the continuum of care;
  • Clinical licensure: and/or
  • Bilingual in Spanish, Korean, Amharic, or Vietnamese.

SPECIAL REQUIREMENTS

Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

A background check is required and may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information. The position will require travel around Arlington County. Applicant must possess or obtain by the time the appointment a valid Driver's license from the applicant's place of resident or be willing to use alternative modes of transportation.

A pre-hire background check and State of Virginia Child Welfare and Neglect Central Registry will be required.

ADDITIONAL INFORMATION

Work Hours: Monday through Friday, including the core hours of 9:00 a.m. to 4:00 p.m. with limited flexibility. Occasional evening and weekend outreach work may be required.
