The Department of Environmental Services (DES) is seeking an Instrumentation Supervisor for the Water Pollution Control Bureau (WPCB), a 24/7/365 continuous operation facility that treats 40 million gallons of wastewater each day from residences and businesses. This position provides direct supervision to four Certified Control System Technicians and one certified HVAC Technician. The WPCB has complex process control systems with multiple communication protocols. The supervisor is responsible for performing design, predictive maintenance, diagnostic, repair, maintenance, and construction work associated with instrumentation, HVAC equipment and systems within the plant, as well as the remote sewer lift stations, and potable water pump stations across the County.
Specific duties include:
- Designing, reviewing and evaluating control systems and proposed projects work and assisting with specifications;
- Analyzing the programmatic status, needs, and long-term direction of instrumentation, and HVAC systems;
- Conducting research, analysis, and extensive testing of new technologies for proposed equipment/projects to identify and evaluate operational, maintenance and cost factors related to instrumentation and HVAC components;
- Providing technical assistance to solve operational and maintenance complications, conducting root cause analysis, providing solutions for repetitive equipment failures and developing and implementing changes to prevent future issues;
- Reviewing project drawings, communication interfaces, and DCS configurations as needed to ensure adherence to accepted standards and continuity of ability to work within and in coordination with existing systems;
- Working within complex networks, control loops, and devices to troubleshoot the root causes of faults to restore systems quickly; and Responding to emergencies and coordinating with operation staff.
In addition to reading comprehension and Arithmetic skills to interpret technical reports and charts and apply algebraic, trigonometric or geometric techniques in practical situations, the ideal candidate will also possess:
- Extensive knowledge of instrumentation systems and associated code requirements and industry standard; International Society of Automation (ISA); American National Standards Institute (ANSI); International Electrotechnical Commission (IEC);
- Extensive knowledge of electronics theory and of the tools, methods and practices of electronic equipment repair;
- Knowledgeable of heating, ventilating and air conditioning systems (HVAC) and associate controls;
- Basic electrical knowledge and familiar with the National Electrical Code (NEC) code standards; and
- Problem-solving skills to define problems and collect relevant information to recommend technical solutions.
Minimum:
- High School Diploma/GED, or equivalent;
- Significant and progressively responsible experience working in an instrumentation department with some supervisory experience, preferably in an industrial environment.
- Possession of an ISA Level II CCST Certification; and
- Possession of a valid driver’s license.
Desirable: Preference may be given to candidates with one or more of the following:
- Considerable knowledge of Distributed Control Systems (DCS) and Programmable Logic Control Systems (PLC) including designing logic program used in programmable logic control systems, and managing instrumentation installation projects;
- Industrial maintenance program management;
- Experience managing technical and trades employees in an industrial or water/wastewater Plant environment; and/or Experience selecting and managing contractors.

Additional Information
Work Hours: 5:30a.m. to 2:00p.m. (flexible), with some hours outside of normal work schedule due to emergencies 24/7 operations. The worker must be available to work after hours and in emergency situations.
