The Department of Health Services Public Health Services Division is seeking an experienced and innovative professional to serve as Public Health Division Director performing senior level leadership in the Department of Human Services (DHS) and to serve on the executive leadership team of the Department of Human Services. The Public Health Division Director provides strategic leadership and operational management of the Division’s direct public health services, including those delivered at Arlington Public Schools, within County health clinics, and through other programs. The position provides oversight to an operational budget of approximately $27 million and 170 FTEs. The position leads and ensures high-quality service delivery to Arlington residents and ensures compliance with local, state, and federal regulations. The Division Director collaborates closely with the Public Health Director and other DHS divisions to fulfill the department's mission, emphasize innovation, coordinate resources, and provide a positive impact to the community.

The Department of Human Services is committed to improving the social determinants of health that lead to better health outcomes for vulnerable populations and the community as a whole. The Public Health Division Director is expected to actively promote public health services in the community to culturally, racially and linguistically diverse audiences. The Division Director will actively seek opportunities to partner with community-based organizations to promote equitable access to services.


Specific duties include:

  • Providing division leadership and overall program management for public health programs and clinics that provide direct services to the community in areas that include School Health, family planning, immunizations, Maternal-Child Nutrition (WIC), HIV/AIDS and STIs, Parent Infant Education and others;
  • Developing and implementing clinical and programmatic visions aligned with DHS values and policies;
  • Advising DHS leadership on policy options and developing resources to implement them;
  • Representing the Public Health Division within DHS, the community, and to external stakeholders;
  • Managing contracts, agreements, and compliance with procurement policies;
  • Leading emergency planning efforts and ensuring readiness for public health emergencies;
  • Supervising bureau directors, program managers, and administrative staff to include overseeing hiring, training, performance evaluations, employee relations issues and professional development of staff;
  • Provides guidance and direction to supervisors to resolve complex personnel and programmatic challenges.
  • Overseeing the division’s multi-million-dollar budget, ensuring responsible fiscal management to include budget planning, expenditure oversight and financial control mechanisms; and
  • Identifying and pursuing grant opportunities to support new and existing program.

The ideal candidate will have:

  • Extensive knowledge of the principles and practices of public/business administration;
  • Interpersonal skills to resolve conflicts, maintain productive and positive community relationships, and speak in public;
  • Problem solving skills to identify and define community health challenges and collect relevant information to recommend policy solutions;
  • Developing and managing policy-driven projects from conception through implementation; and
  • Writing skills to compose and edit reports, presentations, proposals, written agreements, procedures, policies, recommendations, etc.

Minimums:

  • Master's Degree in Public Administration, Business Administration, Public Health, or other related field.
  • Significant and progressively responsible experience as a public health program specialist and extensive experience in supervision and/or program management.

Desirables: Preference may also be given to candidates with experience in one or more of the following areas:

  • Experience working with and understanding the needs of vulnerable populations in community settings;
  • Understanding of the Social determinants of health and their impact on populations;
  • Experience analyzing data and leading data driven decision making;
  • Experience operating local government public health programs.

Some positions will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid driver license.

Additional Information

Work Hours: 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility and telework available. Public health staff may be required to work weekends and/or irregular hours during public health emergencies.

This position is identified as Essential Personnel and must be available to work during unscheduled leave, County closures, weekends, evening, holidays, and County disasters; during emergencies, may be assigned to an alternate work site or set of duties including responding to the County Emergency Operations Center.

This position is in the Arlington County Government’s Senior Program Management program, in which Senior Program Managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, and results achieved. This is a flexible total rewards/compensation system directly linked to performance and the market.
