The Office of the Commissioner of the Revenue is seeking a Tax Assessor (DMV Select) to provide quality high volume customer service transactions at the Personal Property Tax Counter on behalf of the Virginia Department of Motor Vehicles (DMV) and the Commissioner of Revenue. This position will deliver a suite of DMV services that includes vehicle registration (new, renewals, transfers), titling, tax and fee collection on these services, motor carrier services, license plate issues and orders, and other related transactions. The work is performed in accordance with the rules and regulations of the state and the policies and procedures of the Office of the Commissioner of Revenue.


Specific duties include:

  • Following document review procedures with knowledge and understanding of DMV laws, regulations, and operational policies;
  • Protecting confidential and personal information and safeguarding any information obtained while using DMV systems;
  • Providing technical advice and assisting County residents resolve complex tax assessment issues regarding Vehicle Personal Property tax registration, tax assessment, and tax relief on behalf of the Commissioner of Revenue;
  • Researching, analyzing, and preparing personal property tax assessments and tax adjustments (relief) utilizing multiple information systems, valuation materials, tax assessment publications, statute manuals, and online products and databases;
  • Interpreting and applying Vehicle Personal Property tax laws in Virginia and other states where required;
  • Analyzing and reviewing taxpayer-provided documentation to determine and approve tax adjustments;
  • Investigating and responding to taxpayer concerns by telephone, email and written correspondence;
  • Providing advice and assistance to internal staff, Treasurer's Office staff, and other internal customers, as well as contacts at other local jurisdictions in the identification, interpretation and application of specialized tax information;
  • Providing administrative support for the DMV Select and Vehicle Personal Property tax assessment processes by securing DMV assets (title, decals, and license plates) and information are secure at all times and ensuring proper accountability of all monies and cash drawer balance; and
  • Other job-related duties as assigned.

Minimum Qualifications:

  • High School Diploma or vocational school, a GED, or the equivalent: plus
  • Some progressively responsible experience in tax preparation or tax assessments (including at least 6 months of DMV Select training within the Office of the Commissioner of Revenue or similar office in Virginia), and customer service in the public sector -OR- some experience at a full-service DMV in the United States -OR- some experience at a DMV Select in Virginia.

Substitution: Additional education may be substituted for experience.

Desirable Qualifications: Preference will be given to applicants with one or more of the following:
  • Knowledge and familiarity of the codes, laws, regulations, and policies pertinent to business tax licensing;
  • Interpersonal and problem-solving skills to explain rules and procedures clearly; and/or
  • Ability to use computer programs and applications to complete work.

Special Requirements

Background Check: A pre-hire background check will be made on all candidates selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Additional Information

Work Hours: Monday through Friday 8:00 a.m. to 5:00 p.m. with telework opportunities available upon supervisor approval.

Work Type: The Arlington Commissioner of Revenue offers a hybrid work environment and generally permits employees to work in part, remotely. The individual in this position should be prepared to initially spend most of their work hours on-site at the Commissioner’s office in Arlington and would be eligible for hybrid work in the future as appropriate.
