Position Summary
Arlo is in search for a Legislative Research Analyst to provide legislative analysis support services to The Office of the Under Secretary of Defense (Intelligence & Security) OUSD(I&S). OUSD(I&S) Congressional Activities (CA) Office facilitates OUSD(I&S) interaction with Congress to promote Congressional understanding and generate Congressional support for Defense Intelligence resources and legislative priorities, consistent with the Department’s legislative priorities. CA develops and implements standardized processes regarding the Defense Intelligence community and congressional interaction. CA is responsible for coordinating the Defense intelligence legislative message to promote the articulation of a consistent message to Congress on Defense Intelligence priorities. OUSD(I&S) CA works closely with the Office of the Director for National Intelligence (ODNI) on Defense Intelligence matters and issues of shared interest. OUSD(I&S) CA also maintains and manages records documenting the OUSD(I&S) interaction with Congress.

Key Job Responsibilities
- Assist in collecting, reviewing, assessing and disseminating congressional information, correspondence, and other documentation.
- Support the development, coordination and tracking of reports, correspondence, and activities responding to the Congress, supporting DoD preparations for hearings, staff reviews and other congressional activities.
- Assist in preparing and coordinating responses to congressional queries.
- Congressionally Directed Action (CDA) Manager. The analyst will be responsible for supporting development, coordination, tracking and delivery of annual CDAs responding to congressional language in the defense authorization and appropriations, and intelligence authorization bills, reports and classified annexes. Subtasks shall include:
- Analysis: Work with the Office of the Assistant Secretary of Defense (OASD) for Legislative Affairs (LA) and the Office of the Director of National Intelligence (ODNI) to identify and analyze congressional reporting requirements to determine whether they fall under the purview of the Office of the Under Secretary of Defense for Intelligence (OUSD(I&S)).
- Identify and analyze congressional reporting requirements assigned to OUSD(I&S) to determine which directorate is responsible for completion of identified CDAs.
- Assist in the development, preparation and processing of staff packages to obtain coordination and approval of appropriate Department of Defense leadership on CDAs prior to delivery to Congress.
- Task CDAs appropriately to the Directors for Defense Intelligence (DDIs); track and report the status of all CDAs assigned to OUSD (I&S) to the USD (I&S) and the DDIs on a periodic basis.
- Develop initiatives and communications tools, tactics, products, and vehicles to support the understanding, knowledge and accomplishment of CDAs.
- Provide monthly reports and other status reports as required (Deliverable 0005).
- Attend and participate in select scheduled and unscheduled meetings.
- Must have an active Top Secret with SCI clearance.
- Bachelor's degree with a minimum of 7 years of experience performing legislative analysis.
- Experience preparing clear and concise written legislative summaries of lengthy documents under tight time constraints.
- Strong written and verbal communication skills.
- Experience tracking and managing task coordination in a large, bureaucratic organization.
- Experience on a congressional committee, preferably one of the Department of Defense’s oversight committees.
- Identify and apply detailed knowledge of the Defense Intelligence Enterprise, extracting salient information relevant to the Department of Defense Intelligence Enterprise and its components from congressional bills and reports.
- Experience in an office or Department of Defense or the Intelligence Community component.
