The F-35 Joint Program Office (F-35 JPO) requires program security support services to support its critical mission of developing, deploying, and sustaining the next generation strike fighter aircraft. The Senior Foreign Disclosure Support Analyst works on high-visibility or mission critical aspects of a given program and performs all functional duties.
Duties & Responsibilities:
- Senior Foreign Disclosure Support Analyst shall provide Foreign Disclosure Support in reviewing and documenting the release of information to international partners and customers.
- Provide technical and analytical support for the Foreign Disclosure Office (FDO) in developing, updating, administering, and evaluating F-35 policies and procedures directly affecting the release of highly technical and sensitive information to F-35 foreign partners and participants.
- Assist the Government in interpreting disclosure policy and ensuring the appropriate Delegation of Disclosure Letter (DDL), Technical Assistance Agreement (TAA), Information Exchange Guide (IEG), National Disclosure Policy and/or export license are upheld.
Provide Foreign Disclosure Analysis Support.
- Assist with the development of Delegation of Disclosure Letters (DDLs) and Information Exchange Guides (IEGs).
- Assist with amendments, as needed, to country-specific Project Security Instructions (PSI), Technology Assessment/Control Plans (TA/CPs) and Cooperative Program Personnel Standard Operating Procedures (CPP SOPs).
- Coordinate daily review of unclassified and classified material proposed for foreign release and provide recommendations to the Government FDOs.
Provide Foreign Disclosure Auditing Support.
- Monitor unclassified Government systems (i.e., unclassified JSF Virtual Enterprise (JVE)) to ensure program personnel are correctly performing unclassified releases of information to foreign nationals and marking the released information in accordance with program policy.
- Audit ten (10) percent of the documents created each month. The total average number per month is 100.
- Randomly select documents from the JSF electronic document library; Review the documents to ensure they are marked appropriately and do not contain any non-releasable information in accordance with current Delegation of Disclosure Letters (DDLs).
Provide Foreign Disclosure Visit Support.
- Provide Foreign Visit System (FVS) on-site support.
- Monitor international visits through the Government's Foreign Visit System, validating F-35 JPO Partner nationals and FMS participant foreign national travel within the U.S to F-35 JPO sites and F-35 JPO contractor facilities.
- Support/review requests for foreign visits via the SPAN Foreign Visit System.
Provide Foreign Disclosure Training Support.
- Assist the Security Education and Training Specialist to research, prepare, and present material for foreign disclosure security education and training. x Develop new and/or update current foreign disclosure training products.
- Deliver annual refresher training to program personnel on the release of unclassified material to foreign nationals.
- Develop training aids when Delegation of Disclosure Letters (DDLs) change to ensure all personnel are informed of any new disclosure guidance.
- Other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
- Demonstrated knowledge of aircraft programs and systems.
- Must have working knowledge of Microsoft Office (Word, PowerPoint and Excel).
- Specialized experience with flag-officer level briefings and senior-level interface.
Minimum/General Experience:
Senior Foreign Disclosure Support Analyst must possess a TS/SCI Clearance with eligibility for access to Special Access Program (SAP) Information, and willingness to submit to a Counterintelligence (CI) polygraph and have a Periodic Reinvestigation no older than five years. It is required that the Foreign Disclosure Support possess the following qualifications:
- TS with SCI eligibility, or TS/SCI Security Clearance.
- Must be a US Citizen.
- 10 years of experience performing work related to the description
- Demonstrated knowledge of aircraft programs and systems.
Minimum Education:
- Master's Degree in the stated discipline, OR,
- Bachelor's Degree plus 4 years additional work experience related to the labor category functional description may be substituted for a Master's Degree
