This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL for Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as Concept Developer within the Maneuver Support CDID Concepts Division. This position is covered by a Laboratory Personnel Demonstration Project. This position covered by this vacancy announcement is a part of STRL Demo Pay Band III Category I.
Duties
Oversee complex projects often of such scope that they extend over a period of time, may require a team approach, and require substantial creative, innovative approaches or advanced techniques.Develop policies, procedure, and plans or result in unique products that provide tools or resources for broad application and are significant to the success of key mission programs affecting the organization.Plan, evaluation, analysis and budgeting techniques, and presents, analyzes and verifies data, techniques, methodologies associated with program development.Interpret laws, rules and regulations in order to develop implementation strategies, and applies critical and independent judgment in making compromises to satisfy complex requirements.Represent the organization on teams or committees outside the organization, developing new policies, approaches or techniques that impact beyond the scope of the organization.Apply skill and diplomacy to influence others to accept recommendations or decisions where resistance may be encountered due to such issues as organizational conflict, competing objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: To qualify for the DE-3 position, applicants must possess at least one year of specialized experience at the next lower pay band of grade/level performing the following: 1) Designing and/or conducting analytical studies to support assigned programs; 2) Participating in experimental project modalities including; modeling, simulations and demonstrations; 3) Developing and/or writing military concepts as the foundation for future force development; AND 4) Presenting and/or communicating (written/oral) technical data to higher senior officials. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent GS grade/level position in the federal service (DE-02/GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (DE-02/GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
Education
