The Director for Systems Readiness has responsibility for planning, directing, staffing, managing, and controlling all aspects of the U.S. Army Combat Capabilities Development Command Aviation & Missile Center's (DEVCOM AvMC) Life Cycle Engineering support (from concept formulation through development, qualification, production, fielding, and sustainment) activities with respect to aviation missile and uncrewed weapon systems, with emphasis on system development and qualification, airworthiness/aircraft flight safety, technical management, production/manufacturing, product assurance, industrial operations, test and evaluation, and technical data management. Independently anticipates and solves major challenges and addresses strategic policy matters associated with DEVCOM AvMC's reimbursable engineering services support in the above mentioned disciplines to Aviation, Missiles and Space Systems Program Executive Offices, Project Managers and Life Cycle Management Commands. The Director also serves as the principal Department of the Army technical authority on airworthiness and aircraft flight safety. Program responsibility extends over all Army aircraft weapon systems projects as well as assigned programs for other services. Serves as a technical advisor responsible for providing comprehensive authoritative technical and management direction and guidance for the complete life cycle engineering development and engineering support to the worldwide operational aircraft fleet and for the DA's Airworthiness Qualification and Aeronautical Design Standards Programs and assigned development programs. The Director establishes internal policies and procedures for effective control and coordination of system engineering efforts and other technical support activities performed by the elements of the directorate. Directs system-oriented strategic planning and infrastructure efforts and formulates the directorate's position on the status of weapon system development efforts. Serves as the Vice Chairman for the Aviation and Missile Life Cycle Management Command's Materiel Release Review Board. Advises the Commanding General on all aviation and missile related materiel release activities. Provides coordination across all functional areas of suitability, supportability, and safety. Collaborates with Weapon Systems Project Managers to ensure requirements for materiel release are satisfied. Directly manages a budget of approximately $50 million, with substantial influence over approximately $1B of aviation and missile program budgets. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence and senior leadership effectiveness for contribution to the execution of the DEVCOM AvMC mission. Serves under the general direction of and receives broad strategic guidance from the DEVCOM AvMC Executive Director (SES Tier 2). Directly supervises 3 personnel at the DB-V level (above GS 15 level), 1178 total civilian workforce and 1145 contractors.

CONDITIONS OF EMPLOYMENT You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must be able to obtain/maintain the appropriate clearance and access level for this position. This is a Critical Acquisition Position. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. You must sign a mobility agreement. "This critical acquisition position requires Practitioner Level Certification (formerly known as ADVANCED LEVEL III) in acquisition Career Field ENGINEERING AND TECHNICAL MANAGEMENT". Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
