Summary About the Position : This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Tank Automotive and Armament Command (TACOM) with duty location at Warren, Michigan serving as the Personnel Security Team Leader for TACOM. Responsibilities Serves as the Tank Automotive and Armaments Command (TACOM) headquarters and command expert for personnel security. Manages the Electronic Questionnaire for Investigation Processing (EQIP) and the Periodic Re-investigation (PR) programs for HQ TACOM and tenant organizations. Provides day-to-day supervision, guidance and oversight of the execution of the personnel security programs at the Detroit Arsenal. Provides authoritative advice and assistance to general officers, senior leaders and the Senior Executive Service (SES) as well as management and supervisory officials on personnel security policies and procedures. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience : 1) developing and / or implementing policies, plans, or procedures to manage a Personnel Security Program; 2) validating security clearance determinations; and 3) conducting Personnel Security inspections to assess violations and compliance. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GG / GS-13). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas : Leadership Personnel Security Security Program Management Technical Competence Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for Sensitive Compartmented Information (SCI). Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. The SPeD certification isDoD's initiative to professionalize the security workforce by establishing a common set ofcompetencies for security practitioners that promotes interoperability, facilitates professionaldevelopment and training, and develops a workforce of certified security professionals. This positionrequires the incumbent obtain the following core SPeD Certification : Security FundamentalsProfessional Certification (SFPC) within their first two years of employment.
