MAIN FUNCTION:
Manages and oversees all Life Safety, Emergency Preparedness, and Environment of Care programs on the Davenport and Taylor campus to maintain a safe environment for patients and visitors and personnel by performing the following duties. Designated Safety Officer. Participates in or leads special campus projects.
DUTIES AND RESPONSIBILITIES:
1. Develops and recommends new procedures and approaches to life safety and environment of care based on reports of incidents, accidents, regulatory criteria, and other relevant information.
2. Disseminates information to department heads and others regarding toxic and hazardous waste and materials, safe medical devices and supplies, emergency preparedness and other safety information.
3. Assesses need for and initiates interim life safety measures.
4. Interprets and enforces the Life Safety Code.
5. Assists department heads and administrators in enforcing safety regulations and codes.
6. Measures and evaluates effectiveness of safety program, using established goals.
7. Acts as a reporting member of the Arnot Health System Safety Committee on findings, recommendations, actions and monitoring at least every other month. Leads the Davenport and Taylor Safety Committee meeting by collecting and formulating relevant information in such a way that decision making is facilitated.
8. Works in conjunction with the Facilities Manager to conduct building and grounds hazard surveillance surveys on a periodic and regular basis to detect code violations, hazards, and incorrect work practices and procedures.
9. Develops, reviews and participates in safety training for facility staff. Presents in-services to various departments on request.
10. Maintains administrative control of records related to safety and health programs.
11. Maintains a comprehensive file of Material Safety Data Sheets.
SAFETY:
12. Coordinates with the Facilities Manager for the distribution, completion and reporting of all facility safety inspections.
EMERGENCY PREPAREDNESS:
13. Attends regional and sub-regional Emergency Preparedness committees and facilitates the Davenport & Emergency Preparedness Committee including setting meeting agendas and distribution of minutes.
14. Assists with policies and procedures related to all aspects of Emergency Preparedness. Coordinates across the system for consistent policy development, education, implementation, review and maintenance.
15. Assists in coordinating all New York State Department of Health deliverables including but not limited to facilitating:
a. Maintaining and updating CEMP and all attachments, addendums, appendices, plans, etc.
b. Attends education opportunities required
c. Completes all NYSDOH required HPN reporting
d. Plans, conducts, evaluates and documents all drills that are required.
e. Tracking for completion of all NYSDOH deliverables to ensure that facility obtains full grant allotment.
f. Maintains all documentation related to NYSDOH deliverables for vouchering.
16. Acts as point of contact for NYSDOH, FLRRC and other facilities regarding Emergency Preparedness.
Develops and maintains relationships with agencies listed above. Coordinates and provides community education as necessary.
17. Ensures compliance with all emergency preparedness regulations relating to drills for NYSDOH, the Joint Commission and facility policies and procedures
OTHER:
18. Has working knowledge of Corporate Compliance regulations and promptly reports any potential Corporate Compliance violations to the Corporate Compliance Officer.
19. Is familiar with and demonstrates Continuous Quality Improvement principles and participates in the process as appropriate, focusing on meeting the customer service needs of the internal and external customers.
20. Must possess the highest ethical standards with respect to discretion and regard for confidential information.
21. Is responsible for attending all annual mandatory educational programs as required by position.
22. In order to provide the highest quality care to our patients and residents, individuals may be required to work hours beyond those normally scheduled. Work schedules may be subject to change based on the needs of the department.

EDUCATION/TRAINING:
· Associates Degree in Emergency Management or relevant experience required; experience in healthcare field preferred.
· Requires FEMA ICS 100, 200, 700, 800 certifications and knowledge of Joint Commission standards, New York State Department of Health, OSHA, and other regulatory requirements within 6 months.
· Additional certifications in Disaster Training and Drill Design are preferred.
· Excellent computer skills and knowledge of database management principles required.
CARDIOPULMONARY RESUSCITATION (CPR) REQUIREMENTS:
CPR required within 90 days of hire date.
PHYSICAL/MENTAL DEMANDS:
Ability to make rounds on and off campus as needed. Frequently lifts up to 10 pounds, occasionally lifts 40 pounds. Make fast repeated movements of fingers, hands, and wrists.
EXPOSURE CATEGORY:
Category III. Tasks that do not involve exposure to blood, body fluids or tissues. And Category I tasks are not a condition of employment.
