SUMMARY OF POSITION: Responsible for implementation of health policies, coordination and evaluation of health services and delivery and management of staff to ensure delivery of high-quality health services in the most efficient and economical manner. The Health Director is responsible for the administrative, supervisory and financial management of the Health Department.
EDUCATION (AND PERTINENT EXPERIENCE): Must have a minimum bachelor's degree in business management and/or health administration and have a minimum 5 years of experience in health services administration. Experience working with Tribal governments and native people preferred. Will provide training to suitable candidate.
LICENSES OR CERTIFICATIONS: Valid driver's license.
SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED: Excellent oral and written- communication skills, organizational skills, planning skills and computer literacy. Must have supervisory experience. Familiarity with creating and implementing databases. Ability to work independently and as part of a team. Ability to work well in a stressful environment. Strong Administrative and Leadership abilities, and highly skilled in employee mobilization. Must possess the ability and willingness to learn RPMS/Electronic Health Records computer programs.
WORKING CONDITIONS: Regular office environment. May be required to do some travel both local and/or out-of-area, to perform job responsibilities, and fulfill assigned training requirements.

FUNCTIONS/TASKS:
1. Monitors the quality of health care provided to eligible beneficiaries by clinic providers. Recommends/influences changes in policies to ensure all patients receive the highest quality of health care possible.
2. Develops and submits an annual operating budget for IHS, third-party and all other health related grants and programs for the approval by Tribal Council.
3. Aggressively pursues alternate resources to support the health department activity including grants, contracts, staffing agreements and third-party reimbursements.
4. Negotiates subcontracts as needed. Supervises preparation of documents for adoption by Tribal Council. Participates in contract negotiations between Tribal government and the Indian Health Services.
5. Ensures proper adherence to the provisions outlined in all contracts and grants managed by the various health program directors/administrators. Works cooperatively with representatives from contracted agencies.
6. Reviews all health program grants/proposals and makes necessary revisions prior to submission to approval authorities.
7. Works closely with the Indian Health Service Nashville Area Office and consultants as well as appropriate Tribal staff on all aspects of health issues, budgeting, program development, etc.
8. Approves all requisitions through Microix system and CHSMIS package.
9. Accounts for all Health Department cash expenditures and insures good internal control procedures to safeguard the assets of the Health Department and its programs.
10. Responsible for the compliance and administration of the Purchase and Referred Care (PRC) program with the PRC budget. Ensures that patient referrals to outside providers are processed timely.
11. Establishes Health Department program priorities and directs the staff in carrying them out.
12. Ongoing development of Strategic Goals that align with the overall MN Strategic Plan, health and program needs and regularly seeks and secures opportunities and resources that will assist in the realizing of said Goals.
13. Ensures that Tribal Members are kept informed of available programs and all significant changes in access to services and scope of services.
14. Assures that all tribal, state and federal reporting requirements are met in a timely manner.
15. Represents the Health Department at Tribal Council meetings, MN director's meetings, Wabanaki Health Director's meeting, USET, Area Office consultation meetings and other meetings concerning Tribal Health issues.
16. Holds regular Health Department staff meetings.
17. In conjunction with the Tribal Administrator, approves the issuance of all media statements made on behalf of the Health Department.
18. Ongoing implementation of quality assurance and quality improvement of programs, functions, services and activities administered to beneficiaries.
19. Recommends Health Governing Board Members to Tribal Council. Works with the Health Board to ensure compliance with Accreditation standards, communication and quality assurance. Reports provided to the Tribal Council in a timely manner.
20. Assures that all appropriate Healthcare Professionals qualify and have completed the credentialing process before they are permitted to practice at the facility.
21. Makes provision to assure that the health department is operated within the standards of accreditation, Center for Medicare and Medicaid Services (CMS) and/or comparable accepted public health standards.
22. Ensures that all Health programs are in compliance with their respective regulatory guidelines and are operating within budget parameters.
23. Provides for regular evaluation of programs and services and ensures the results are reported to the Health Governing Board and Tribal Council.
24. In conjunction with the Tribal Administrator, advises MN Tribal Council on proposed changes in the policies and provides expert opinion on how these proposed changes would affect existing programs and services as recommended by the Health Governing Board.
25. Maintains effective work relationships with other MN Departments and programs, networks and collaborates with other outside agencies.
26. Supervises all Health Department supervisors and ensures that employee performance standards are timely set and evaluations are completed and processed by established due dates.
27. Completes personnel actions on a timely basis to include changes in status or pay and disciplinary action as appropriate.
28. Assists in the development in the development and prioritization of all training and in-service education for all Health Department Staff as well as Administration when necessary.
29. Ensures appropriate trainings and consultation meetings to maintain and upgrade intra- organizational expertise regarding health care.
30. Reviews and ensures that all Health Department Employee Job Descriptions remain current.
31. Reviews and adheres to the Privacy Act and HIPPA rules and regulations. Monitors and enforces compliance of staff with all applicable rules and regulations governing the privacy and confidentiality of patients, Health Department and IHS data and information.
32. Reviews and assures compliance with applicable personnel policies and regulations.
33. Reports to work, meetings, trainings and scheduled appointments on time.
34. Consent to a State of Maine Criminal Background and DHHS checks and have no significant findings.
35. Performs any other duties as assigned by appropriate authority.
