ARServices is seeking a Program Manager (PM) to work at Dugway Proving Ground (DPG), Utah
Technical Overview:
The goal of this contract is to provide services necessary to support and perform field, chamber, and laboratory test services in support of WDTC’s mission. The Contractor shall support and maintain the WDTC divisions, Michael Army Airfield (MAAF), and support the BioTesting Dugway (BTD), Chemical Biological Center (CBC), Combat Capabilities Development Command (DEVCOM) Army Futures Command (AFC) and Test Support Items Maintenance Support. The Contractor shall provide engineering and test support in the design and development of test fixtures and facilities, air supply and vacuum systems, vapor and aerosol dissemination and sampling systems, virtual reality methodology and implementation, and manned and unmanned defeat targets. The Contractor shall support the operations and sustainment of laboratories, chambers, ranges, test areas and manned/unmanned system operations in support of the following missions: chamber controlled surety materiel testing, chemical energetic and homemade explosive testing, smoke and obscurant testing, energetic and non-energetic direct/indirect fire, artillery and weapons system testing, large-area simulant disbursement, chemical/biological monitoring and sampling, range debris remediation, environmental and climatic condition test chambers, Unmanned Aerial Systems, Unmanned Ground Systems (UAS/UGS) testing and training to include targets and transportation of UAS/UGS system and equipment items, sensor testing, decontamination testing, meteorological monitoring and chemical/biological material testing.
Job Description:
The Program Manager shall be overall responsible for the performance of the work. The PM must be available during DPG normal duty hours, except for federal holidays or when the government facility is closed per installation commander. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. PM will ensure an integrated delivery of compliant and responsive support across all areas of the PWS.
Required Skills:
• Master’s degree, MBA, or MS in science/engineering from an accredited university.
• At least 10 years of management experience, including 5 years of direct DOD contracts program management experience in chemical/biological defense programs or equivalent.
• Experience in marketing, identifying customer requirements, developing cost-effective solutions, leading proposal efforts, preparing cost estimates, planning, and executing multiple projects.
• Experience in the development and management of work breakdown structures and earned value management measurements.
• Demonstrated success managing and integrating a wide range of support functions for a DoD client. Examples include laboratory operations, range support, test and evaluation, training, data collection,
• Proven ability to monitor, report, and present project cost, schedule, and performance to the customer.
• Proficiency in using Microsoft (MS®) Project or similar project management software.
• Top-Secret security clearance.
