A Technical Project Manager will provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA). The successful candidate will provide portfolio management support for the planning, integration and implementation of an integrated research and development portfolio/program which meet DoD fiscal requirements.

ARServices is seeking a Technical Project Manager to work in the Ft. Belvoir, VA area.
A Technical Project Manager will provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA). The successful candidate will provide portfolio management support for the planning, integration and implementation of an integrated research and development portfolio/program which meet DoD fiscal requirements.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Oversee the planning and execution of technical projects throughout the CBRNE/CWMD arena; ensures all programmatic and portfolio management planning, management and execution activities are supported at the Directorate, Front Office, Department, Division and program levels.
- Support, track and manage activities supporting RD technical integration within RD, DTRA, the Intelligence Community (IC), DoD, and other parts of the Federal Government, and the larger CBRNE, CTN, C-IT and CWMD communities that would benefit from integration with RD’s programs and provide synergies; and recommend appropriate coordinating and integrating actions (all departments).
- Engage with potential and existing customers to advocate for inclusion and/or full integration of RD-NT capabilities and tools.
- Track internal RD-NT coordination of all external engagements.
- Works with Government Team to ensure appropriate RD Team members continue to engage with the customers. A&AS member may participate in week-long wargames and associated planning events.
- Identify shortfalls and potential corrective actions to achieve portfolio/program objectives.
- Prepare materials for presentation to senior officials in DoD, other executive branch agencies, Congress and congressional staff, other Government (domestic or foreign) officials as needed, professional symposia, and other audiences.
- Provide budget analysis, labor planning, and coordination of activities between customer and company personnel.
- Typically utilizes management skills more than technical skills.
- Manage people who lead technical projects, ensuring customer satisfaction.
- Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
- Serve as mediator to internal issues and conflicting priorities for members of cross-functional teams focused on the delivery of new or existing products to customer.
Active/current Top Secret clearance is required.
Required Qualifications:
- BA/BS plus 10 years of experience, MA/MBA/MS plus 10-12 years of experience or Doctorate plus 8-10 years of experience.
- Familiarity with the Federal Acquisition Regulations (FAR) and the Government's process for acquisition programs.
- Experience with acquisitions & contract support, preferably in the technical domain of countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN).
- Experience with Statement of Objectives (SOO)/Statement of Work (SOW)/PWS development, review and maturation, proposal evaluation and program cost analysis and development.
- Demonstrated experience within the following areas Program Analysis, Technical Program/Project Management, Systems Analysis, Acquisition Analysis/Support, Project Control Analysis, Project Planning, Tasker Coordination/Management, Strategic Planning, Strategic Communications, Technical Writing, and Requirements Management.
- Disciplines include but are not limited to organizational management, public health science, environmental science, disaster preparedness, computer modeling and simulation, explosives, information systems, logistics, nuclear weapons effects, pulsed power, computer science, and wargaming.
