Job Description

The Business Analyst III will report directly to the Director of Administration and play a critical role in bridging the gap between business needs and technical solutions. This role is responsible for translating business objectives into detailed, functional requirements and providing business solution recommendations. The Business Analyst will create documentation including use cases, data dictionaries, software specifications, test plans, and user acceptance testing (UAT) materials.

This position requires the ability to lead teams of analysts when necessary, interface with both business and technical teams, and manage multiple tasks in varied environments. The ideal candidate should possess a balance of technical aptitude, communication skills, and project leadership capabilities. They must be comfortable in a fast-paced setting and capable of contributing across the full project lifecycle.

Responsibilities

• Define and document functional requirements, use cases, and data mappings
• Facilitate user engagement and requirements gathering sessions
• Analyze current business processes and define future state recommendations
• Create test plans, test cases, and lead UAT efforts
• Support project management activities including planning and coordination
• Work closely with development teams to ensure system alignment with business needs
• Develop reports and dashboards in tools like Tableau or Cognos
• Create and maintain documentation including process flows, activity diagrams, and data dictionaries
• Present ideas, outcomes, and recommendations to senior leadership and stakeholders
• Serve as a mentor to other business analysts or junior staff
• Contribute to disaster recovery and continuity of operations planning as required
  
  

Minimum Requirements:

• 8 years of experience interpreting Texas Vital Statistics laws, policies, procedures, and regulations
• 8 years of experience with Microsoft Office Suite (Word, Excel, PowerPoint, Project, and Visio)
• 8 years of experience in project planning and organization
• 8 years of experience applying business analysis methodologies
• 8 years of experience evaluating complex IT applications, policies, and issues
• 8 years of experience developing creative, actionable solutions to complex problems
• 8 years of experience in both verbal and written communication with teams and stakeholders
• 8 years of experience using initiative, managing time effectively, and directing the work of others
• 8 years of experience building and maintaining strong working relationships under pressure
• 8 years of experience preparing reports and reviewing documents for management
• 8 years of experience in data analysis and problem resolution
• 8 years of experience maintaining statistical records and summarizing data
• 8 years of experience managing small to medium projects
• 8 years of experience creating detailed project work plans
• 8 years of experience producing accurate work estimates and monitoring deliverables
