- EDUCATION/CERTIFICATION – Bachelor’s degree. Valid Type B, Level 1, or OS Louisiana Teaching Certificate. Additional criteria as established by the School Board.
- EXPERIENCE – Five years of experience in early childhood development, three of which must have been in the preceding five years.
- Demonstrates the ability to set high expectations for, work effectively and build strong relationships with all early childhood leaders, teachers and paraprofessionals across the district and across all programs.
- Prioritizes support in order to coach each teacher based on need and take the initiative to develop strong plans for continuous improvement.
- Helps establish goals and student-learning targets with teachers based on student outcomes, and take the initiative to develop sound strategies to accomplish the instructional objectives.
- Assists teachers and paraprofessionals in meeting the individual needs of children by utilizing information gathered from screening and assessment instruments, observations and parents.
- Serves as a certified teacher evaluator using the district approved rubric and evaluation system. Conduct conferences after evaluations that include an area of reinforcement and an area of refinement and include sound models for improvement.
- Facilitates and assists teachers in developing lessons using the current curriculum in all programs across the district.
- Collects reports from all teachers and utilizes teacher evaluation and student data in a systematic manner to improve the delivery of instruction and make programmatic decisions.
- Provides instruction to students by planning effectively for instruction, providing written lesson plans in prescribed form, delivering instruction effectively, presenting the appropriate content, providing opportunities for student involvement in the learning process and assessing student progress effectively.
- Participates in the referral process for 504 and IDEA services promptly and completely.
- Provide special education students with appropriate services according to IEP and assists special education personnel to insure consistency across all pre-k classes.
- Oversees all home visits to ensure they are performed on a timely basis.
- Abides by the confidentiality policy of Head Start.
- Helps to solicit services that can be a part of the non-federal match.
- Completes all requirements deemed necessary for meeting minimum standards of licensing.
- Develops a transition plan that includes activities for both parent and children.
- Plans, researches, and delivers trainings for the purpose of improving instruction and resulting in student progress.
- Researches, plans and conducts district wide training of pre-k k teachers based on Louisiana’s birth to five standards and makes connections to student tracking processes, teacher observation rubric as well as domains for effective instruction for early childhood children, and the Head Start Early Learning Outcomes Framework.
- Facilitates collaborative training opportunities for school leaders/principals across the district in order to insure consistency of all instructional expectations for early childhood students.
- Works in collaboration with all early childhood leaders (such as - Instructional Supervisors, special education coordinators, early language coaches) in the district to plan and facilitate instructional trainings. Includes plans for conducting job embedded professional development that will enhance the overall experience for all children and families across the parish.
- Collaborate with leadership teams in the schools as needed to develop, evaluate (based on student data), and implement strategic plans aligned with district vision and Early Childhood best practices.
- Attends professional meetings, workshops, and seminars and make a systematic effort to conduct action research through the participation in district-level Professional Learning Communities to enhance and improve personal proficiency.
- Actively works with the Ascension Parish Early Childhood Network in collaborating across childcare and public pre-k programs to insure all children that are considered “at risk” are providing quality instruction in order to be prepared for kindergarten.
- Models teaching techniques and lessons in classrooms and follows up with teachers to ensure transfer.
- Listens, communicates clearly and concisely, orally and in writing.
- Recommends appropriate supplemental materials and places approved orders when deemed necessary.
- Confers regularly with director.
- Assists in the collection of non-federal revenues necessary for the operation of the program.
- Participates in case management approach to serving children and families.
- Meets with other support staff to ensure that the children’s needs are being met.
- Invites parents to plan educational curriculum.
- Provides courteous and prompt service to all internal and external customers including students, parents, co-workers, etc. Schedules and/or attends conferences with parents. Prioritizes and addresses requests and assignments in a professional manner to develop cooperative relationships and to ensure that student and employee records confidentiality is assured.
- Identifies opportunities and recommends methods to improve service, work processes and financial performance, e.g. expense management. Assists in the implementation of quality improvement initiatives.
- Assists co-workers in the completion of tasks and assignments to ensure continuity of service. Orients new co-workers and actively supports teamwork throughout the school system.
- Implements a research-based coordinated coaching strategy for education staff.
- Assesses all education staff to identify strengths, areas of needed support, and which staff would benefit most from intensive coaching.
- Provides intensive coaching to education staff identified as needing and benefiting most from intensive coaching.
- Assures that when screenings warrant such an action, that all enrolled children receive future evaluations to determine if they have a disability.
- Facilitates the placement of each exceptional student in the least restrictive environment as indicated by the IEP.
- Attends all IEP conferences conducted by the LEA for all Head Start children identified with a disability.
- Facilitates and monitors the development, implementation, and up-dates of Head Start IEP’s and ensures timelines are met, safeguards are provided and confidentiality is maintained.
- Initiates and maintains support with parents of disabled children through the entire process of identification, evaluation, and design, and implementation of the IEP.
- Coordinates activities with special educational personnel such as Itinerant Teacher, Speech Pathologist, Head Start Teachers, and personnel to ensure the child’s successful participation in Head Start activities.
- Maintains constant communication with Special Education Supervisor to relate assessed classroom needs and program concerns.
- Completes and assists others in the completion of records, reports, and forms related to special education.
- Receives and facilitates inquiries, suggestions, comments and/or areas of concern from parents, teachers, and other personnel involved in special education.
- Participates in professional improvement activities.

II. SUMMARY OF POSITION’S PURPOSE
Develops and implements a program which assures a smooth transition between home and school and introduces concepts that correspond to the developmental stages of the pre-school child. Improves services to children by coordinating, monitoring, and giving technical assistance to classroom teachers and special education teachers who serve Head Start children with disabilities, their families and other school personnel.
