Primary Responsibilities

General Research & Analysis

  • Design and develop the overall research strategy for the Alliance, establishing research activities that enhance the Alliance’s impact in policy, coalition-building, and stakeholder engagement while enhancing equitable energy access, decarbonization, and economic growth.
  • Conduct quantitative and qualitative analysis on federal energy efficiency legislation, policies and programs, including researching existing initiatives and scoping new proposals. Respond to requests for data or fact-checking related to energy efficiency policies and proposals, including preparation of relevant graphs, tables, slides, and presentation materials.
  • Draft and oversee the production of whitepapers, fact sheets, and digital content (blog posts, articles and other media pieces, etc.) in support of Alliance research efforts.
  • Serve as the resident technical expert and spokesperson for the Alliance and key stakeholders on topics ranging from traditional energy efficiency programs to transportation, electrification, digitalization, energy justice, and power sector modernization.
  • Identify strategies and supporting research to maximize the bipartisan impact of policy proposals. Establish processes and procedures to ensure the precision, accuracy, and efficient replicability of Alliance research products across Alliance teams.
  • Occasionally support the policy team in direct advocacy to stakeholders, including through presentations and with federal government and Capitol Hill members and staff.
  • Directly manage and mentor 1-2 junior staff reports, and interns.

Strategic Initiatives

  • Support the design and development of activities under the Active Efficiency Collaborative. Manage internal Collaborative workstreams, including the development and execution of annual work plans, managing the team roster, and overseeing the work of staff reports.
  • Lead the efforts of multi-stakeholder Collaborative Working Teams, including agenda development, leading and managing meetings, drafting of preliminary deliverables, and summarizing action items and outcomes.
  • Lead the design and development of Collaborative deliverables, including oversight of impact modelling, drafting of knowledge products (reports, white papers, primers, blogs), and negotiating policy recommendations among stakeholders.
  • Develop and review content for the Collaborative website. Work with the communications team to develop plans for promoting and highlighting the Active Efficiency Collaborative’s outputs.
  • Serve as the lead researcher and content developer for the Energy Efficiency Impact Report, working in collaboration with partner organizations.

 

Requirements

  • Bachelor’s degree in a quantitative or relevant policy-related field. Advanced degree in a relevant field (economics, law, engineering, physical sciences, or policy) is highly desired.
  • 6 years of professional experience in energy or environmental policy.
  • Experience working with stakeholders (federal and/or state government, private sector, NGOs) on energy or environmental policy topics.
  • Detail-oriented, with a demonstrated ability to think quantitatively and analyze data. Fluency with Microsoft Excel and experience with data presentation.
  • Good communication skills, and the ability to tailor information to audiences with different levels of technical, policy, and regulatory expertise and perspectives.
  • Strong organizational skills, ability to establish and follow team processes, and the ability to manage multiple workstreams simultaneously.
  • Ability to work collaboratively across teams, demonstrating creativity, flexibility, and a can-do attitude.
  • Willingness to learn new topics independently.
  • Ability to supervise and mentor junior staff members, including supporting their professional development.
