What are the responsibilities and job description for the Director of Exceptional Children's Services position at Asheboro City Schools?
Under limited supervision, performs a variety of supervisory and administrative tasks in overseeing and monitoring the operation of programs for exceptional students in Asheboro City Schools . Employee directs and supervises programs and services for students in the system with special needs. Employee coordinates the efforts of federal, state, and local agencies, private specialists, parents, and program facilitators to provide the services needed by Asheboro City Schools students as determined by staff. Employee monitors the overall effectiveness of programs and ensures all are implemented within federal, state, and local regulations. Employee supervises a group of Exceptional Children Services Program Facilitators and Specialists. Reports to the Assistant Superintendent of Curriculum and Instruction.
ESSENTIAL JOB FUNCTIONS
Provides leadership in developing comprehensive program plans as well as implementing and evaluating the planned programs for MTSS Tier III Students. Collaborates with the district MTSS team and attends meetings regularly to assure student needs are met. Determines program needs and allocates resources of staff and materials.
Attends meetings (i.e. IEP meetings) with parents and staff in order to assist in facilitating appropriate programs and services for individual students.
Assists/prepares budgets, coordinates with other departments or agencies to assure maximum services, and maintains records/reports/inventories in accordance with local/state/federal policies.
Shares information about programs with various stakeholders, serves as a liaison between the school system and other agencies.
Gathers and analyzes program evaluation data.
Participates in regional and state meetings pertaining to exceptional education programs.
Shares information with staff regarding best practices in special education, instructional issues, and state and federal requirements regarding services for students with special needs and disabilities, Section 504 and other support-related programs.
Consults with staff and administrators regarding discipline issues of students with special needs and disabilities.
Coordinates and conducts professional development activities for staff working with students with special needs and disabilities.
Makes presentations district-wide to EC staff, counselors, social workers, school psychologists as well as other district employees regarding working with students with special needs and disabilities.
Stays informed of state and federal laws and procedures for programs for students with special needs and disabilities as well as students in need of intervention.
Collaborates with district administrators in the selection and placement of exceptional children personnel, counselors, social workers, school psychologists, and assists in evaluating staff.
Ensures, along with building administrators, that EC and student support are providing appropriate instruction, support, and services to students with special needs and disabilities. |
ADDITIONAL JOB FUNCTIONS
Perform other duties and responsibilities as assigned by the Assistant Superintendent of Curriculum and Instruction and/or Superintendent.
MINIMUM TRAINING AND EXPERIENCE
Master’s degree required with extensive course work in education, and 5 years of teaching experience with program supervision experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- Minimum of five years of successful teaching, or equivalent combination of education and experience. Master’s Degree preferred.
- North Carolina teacher licensure in an area of exceptionality (preference for Adaptive Licensure and/or experience in self-contained settings)
- Knowledge in the identification, placement and education of exceptional children
- Excellent skills in writing Individualized Education Programs (IEP)
- Knowledge of Federal and State laws, policies, rules, practices and procedures related to exceptional child services and compliance
- Ability to establish effective working relationships with parents, students, administrators, teachers and other staff
SPECIAL REQUIREMENTS
Must hold or be eligible to hold a North Carolina teaching license as an Exceptional Children Program Administrator.
Knowledge of K-12 content for North Carolina Standard Course of Study and instructional best practices for serving exceptional children.
Expertise in planning and providing professional development for teachers, support staff, and administrators.
Successful experience as an educational leader, with experience at the building level.
Ability to establish and maintain effective working relationships with other administrators, teachers, and the community at large.
