Financial Assistance Officer (Ashtabula County)Financial Assistance Officer shall be an Honorably Discharged VeteranReports to : Executive Director / CVSO and Board of CommissionersJob DescriptionVets and processes financial assistance applications, provides recommendations to Executive Director and Commissioners for approvals and / or denials of applications, provide budget counseling following a mandate from the Commissioners or a request from the veteran and also acts as a backup in providing transportation to veterans.Duties shall include but not limited to the following : Vet and process applications for financial assistance, investigate claims where necessary, and provide recommendations regarding granting of financial assistance by the Veterans Service Commission (VSC).Prepare payment vouchers for bill payments as approved by the VSC.Possess knowledge of Department of Veterans Affairs (VA) regulations regarding various areas of veterans' benefits and the claims process.In the absence of the VSC Driver, provide transportation for the veterans to and from the VA medical centers in Erie and / or Cleveland in accordance with policies set forth by the commission.Other duties as assigned by the Executive Director or VSC.Must have a valid Ohio driver's license.Must have excellent communications skills and the ability to deal with difficult clientele.Must be able to type; must be computer literate and proficient with standard MS Office computer programs.All employees of the A VSC are subject to the following vetting procedures : Ohio Bureau of Motor Vehicles Driving History CheckDepartment of Transportation PhysicalDrug TestingState of Ohio BCI Background CheckEducationHigh School Diploma. Must satisfactorily complete all budgeting training provided by the VSC. Will be required to attend training with O.S.A.C.V.S.O for VA benefits knowledge.ExperienceMust be an honorably discharged veteran. Demonstrated knowledge of developing and maintaining a monthly budget.Physical DemandsA driving requirement exists where interviews cannot take place in the office, i.e. working in outreach or home / agency visits and / or when the VSC Van is not available. When using personal vehicle for business on behalf of the Commission, seat belts will be worn and Vehicle Insurance is your personal responsibility. Reimbursement of travel expenses to use of personal vehicle is in accordance with County Policy and Guidelines.CompensationCompensation will be commensurate with experience upon hire. Offers by the VSC are negotiable, however demonstrated experience will be vetted by prior employers before an agreement is made. All pay is based on 80 hours straight time, paid in bi-weekly increments.
