Join our team of acquisition and procurement professionals who serve as trusted advisors across the full spectrum of procurement activities. You'll develop and implement acquisition policies, provide cradle-to-grave contracting support, advise senior leadership and stakeholders, design efficient acquisition strategies, and mentor acquisition professionals. Your expertise will directly support national security priorities while offering opportunities for professional growth in a collaborative environment where you can help modernize procurement processes and implement cutting-edge acquisition strategies.

Job Description:
The Acquisition Policy Analyst, Senior Consultant will play a pivotal role in supporting the major agency in the U.S. Intelligence Community. The ideal candidates will have experience shaping the direction of policy and ensuring that it aligns with organizational or governmental objectives.  Prior experience as a Contracting Officer with an unlimited warrant (CO) is strongly desired.

Key Responsibilities:

  • Provide advisory support for source selection processes, from planning through contract award.
  • Assist with acquisition board approvals and reviews.
  • Collaborate with program offices to address lifecycle acquisition and contractual concerns.
  • Conduct strategic research and analysis to recommend best practices for acquisition improvements.
  • Support financial management audits by developing responses, tracking inquiries, and providing updates to leadership.
  • Ensure compliance with acquisition policies through contract reviews and Acquisition Management Reviews (AMRs).
  • Perform cost and price analysis for a variety of acquisitions, mentoring teams in cost analysis methodologies.
  • Maintain and update NGA acquisition policies in alignment with the FAR, DFARS, and DoD Source Selection Guide.
  • Monitor federal acquisition regulatory changes and provide updates to NGA’s acquisition policies.
  • Develop whitepapers, reports, and briefings to inform stakeholders on acquisition trends and industry best practices.
  • Support external reporting for audits and congressional inquiries related to acquisition policies.
  • Maintain and update web-based acquisition tools and guidance for NGA personnel.
  • Provide training, mentorship, and acquisition guidance to the NGA workforce.
  • Guide teams through complex contract documentation and negotiations, ensuring compliance with NGA processes.
  • Support strategic acquisition planning and provide consultation to NGA leadership.

Minimum Requirements:

  • DAWIA III Certification in Contracting or equivalent experience, education, and training.
  • Minimum of 10 years of contracting experience, including at least 4 years in acquisition policy.
  • Expert knowledge of DoD contracting procedures, acquisition planning, and contract administration.
  • Expertise in all facets of the acquisition process, including:
    • Sole source and competitive procurements
    • Acquisition planning
    • Agile acquisition policies and procedures
    • Cost/price analysis
    • Contract management/administration
  • Experience in the following areas:
    • Major system acquisition
    • Simplified acquisition
    • Research and Development
    • Service contracting
    • Federal Supply Schedules
    • Information Technology acquisitions
    • Other Transactions (OTAs)
    • Grants
  • In-depth understanding of the FAR, DFARS, and DoD acquisition policies.
  • Experience with various contract types, including major system acquisitions, R&D, IT acquisitions, and service contracting.
  • Strong communication skills with proven experience in oral and written presentations.
  • Ability to coach, mentor, and train NGA personnel at various levels.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.

Preferred Qualifications:

  • Contracting Officer with an unlimited warrant (CO) is strongly desired.
  • Experience in Intelligence Community (IC) acquisitions.
  • Working knowledge of Other Transactions (OTAs), grants, and Federal Supply Schedules.
  • Proven ability to support congressional briefings and high-level acquisition strategy planning.
