ASI serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change and we are actively recruiting an Acquisition Program Management Consultant to support Federal Emergency Management Agency Federal Insurance and Mitigation Administration (FIMA) Risk Management Directorate (RMD).
The RMD, a division within the FIMA under the FEMA, Department of Homeland Security (DHS), has been at the forefront of risk management and disaster mitigation efforts since its establishment in 2016. RMD has recently embarked on a journey defined by its FY23-27Multi-Year Plan. This Plan underscores RMD's mission to equip and compel individuals and the nation at large to reduce disaster suffering for all. It envisions empowering stakeholders to make disaster-resilient decisions and actions, thereby significantly contributing to the safety and security of the public. FEMA, in its ongoing efforts to enhance disaster resilience and management, requires dedicated support in the management, planning, and execution of this Plan. This encompasses a wide range of activities, from strategic advisory services to the meticulous planning and execution of program-specific initiatives across various leadership levels, branches, and programs within FEMA.
Our consultant will contribute to a team that provides program management support to the Risk Mapping, Assessment, and Planning (Risk MAP) program within RMD, specifically providing acquisition program management expertise that enables this program to navigate and mature through the DHS acquisition lifestyle framework (ALF) efficiently and effectively so that the it can continue to deliver its mission. The Risk MAP program is designated as a DHS Level 1 program.
KEY RESPONSIBILITIES :
- Support the development and maintenance of Acquisition Lifecycle Framework (ALF) documentation for (2) programs : – one (1) Information Technology (IT) program and one (1) non-IT (services-based) program, including but not limited to : Mission Needs Statements (MNS), Acquisition Program Baselines (APB), Concepts of Operations (CONOPS), Operational Requirements Documents (ORD), Integrated Logistics Support Plans (ILSP), Test & Evaluation Management Plans (TEMP), Staffing Plans, and Operational Analyses. Documentation support includes System Engineering Lifecycle (SELC) process requirements.
- Coordinate and manage Acquisition Decision Event (ADE) activities to include stakeholder management and briefing material development to support Acquisition Review Team (ART) and Acquisition Review Board (ARB) approvals.
- Ensure documentation and acquisition program management strategy comply with the DHS Instruction 102-01-001, Acquisition Management, as well as any FEMA specific policy / guidance. Be abel to advise on the client as necessary and lead actions necessary to revise the document as needed.
- Provide strategic advisory support to 1) inform acquisition program strategies and documentation, and 2) foster effective partnerships between program staff, organizational leadership, component organizations, and oversight bodies.
- Offer guidance and execution support to an established program on navigating a mixed acquisition lifecycle, inclusive of the SELC process.
- Coordinate with FEMA, FIMA, RMD stakeholders, as well as other support contractors, to provide data or produce documentation, reports, briefings related to acquisition program management needs.
- Plan and facilitate meetings to support execution of work.

LOCATION : Hybrid – Work will primarily be virtual. However, the position will require our Senior Acquisition Consultant to be onsite four days for every paid period. FEMA HQ is located at 500 C St SW, Washington, DC 20024
