ASI serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change and we are actively recruiting an Acquisition Program Management Consultant to support the Department of Homeland Security’s (DHS) Transportation Security Administration’s (TSA) Acquisition Program Management (APM) organization.
TSA’s mission is to “protect the nation's transportation systems to ensure freedom of movement for people and commerce”. The APM organization has a portfolio of goods and services valued at nearly $1 billion annually, maintains over 16,000 security screening systems, and manages associated acquisition programs. This Acquisition Program Management Consultant will directly support the Checkpoint Property Security Screening (CPSS) program, which is designated as a DHS Level 1 program. On a requested basis, this position will be asked to provide one-off support to other acquisition programs within APM.
KEY RESPONSIBILITIES :
- Support the development and maintenance of Acquisition Lifecycle Framework (ALF) documentation for a Transportation Security Equipment (TSE) program. This program is in post-Acquisition Decision Event (ADE)-3, so most documentation needs are related to maintenance of applicable documents like the Acquisition Program Baselines (APB), Lifecycle Cost Estimate (LCCE), etc.
- Coordinate and manage Acquisition Decision Event (ADE) activities to include stakeholder management and briefing material development to support TSA and DHS Acquisition Review Board (ARB) approvals.
- Ensure documentation and acquisition program management strategy comply with the DHS Instruction 102-01-001, Acquisition Management, as well as any TSA specific policy / guidance. Be able to advise the client as necessary and lead actions necessary to revise the document as needed.
- Provide strategic advisory support to 1) inform acquisition program strategies and documentation, and 2) foster effective partnerships between program staff, organizational leadership, component organizations, and oversight bodies.
- Led the data gathering, capture, and submission of the annual Staffing Plan, as well as associated program staffing data calls applicable to a Level 1 program.
- Coordinate with DHS, TSA, APM stakeholders, as well as other support contractors, to provide data or produce documentation, reports, briefings related to acquisition program management needs.
- Plan and facilitate meetings to support execution of work.
- Provide procurement related support specific to advising upon acquisition and evaluation strategy development, market research activities and support in executing things such as Industry Days, and refining requirements documents.
