Business Analyst

Part of a fully remote team supporting dispute processing and data analysis for reconciliating enrollment data from the health insurance exchanges. Responsible for coordinating business objectives, reviewing presentation materials and metrics, delivering content, analyzing data, quality control of deliverables, research of complex issues, and communication with internal and external customers. Provides content and collaborates with training staff to train stakeholders on triaging and reconciliation processes. Responsible for responding to ad-hoc requests from multiple stakeholders.Job DescriptionThe role of the EDA Sandbox and SEED Application Business Analyst (BA) involves several key responsibilities, focusing on process improvement, development support, and training. This role is pivotal in ensuring the continued success and evolution of the EDA Sandbox and SEED systems by playing a vital part in process optimization, documentation, and stakeholder training.Process Improvement and Reconciliation Support : Responsible for continuous improvement, working closely with the EDA Sandbox and SEED teams to enhance efficiency and accuracyIdentify and resolve roadblocks in the reconciliation process, ensuring smooth operations and consistencyPrepares and validates reports and presentations, including metrics, team performance, and topics related to issuer and state performanceIdentifies, documents, and analyzes discrepancies and anomalies within automated data reconciliation and issuer dispute data, including processing disputesDevelops a deep understanding of the business rules, and leverages that knowledge to improve processes, recommend solutions, enhance team performance, and drive progression of client objectivesDevelops As-Is and To-Be models as part of re-engineering projectsConsultation and Testing : Act as a consultant to support both current and future development efforts within the EDA Sandbox and SEED systemsTest systems to ensure that they meet operational requirementsActs as a data SME and data validation tester and coordinates with the Product Owners (POs) and developersActs as a consultant for the EDA Sandbox and SEED teams when building / designing new functionality such as tables, reports, and other solutions / upgradesActs as an advisor to management, executives, and stakeholdersContent Development : Develop and update training and reference documentation, ensuring that all changes and updates to the systems are clearly explained and communicatedNOTE : This content will be critical in ensuring that stakeholders understand the updated processes, particularly the reconciliation process and the methods for triaging transactions.Writes clear content as a subject matter expert for EDA Sandbox and SEED and collaborates with internal stakeholders (such as Technical Writers, Support Analysts, and management) to manage, update, and create documentationCollaboration : Work closely with stakeholders, helping to develop content and training materials for stakeholders to ensure they understand the processes, especially in regard to triaging transactionsProvide ongoing support for stakeholders through the training content, which may also involve hands-on sessions and workshopsCommunicates effectively with internal and external clients, including the ability to speak to large audiences and present on webinarsExplains complex technical issues in terms that a non-technical person can easily understandAd-hoc Requests : Responsible for responding to ad-hoc requests from various stakeholders, addressing questions or issues that arise and offering solutions that align with the business goals and processesMinimum QualificationsBachelor’s Degree or equivalent OR 4 years relevant experience in lieu of degree.Understand the Enrollment Data Alignment (EDA) processes and pain points.Experience thoroughly analyzing and testing dataMust be a US citizen or authorized to work In the US (if not a citizen) and a resident of the US for at least 3 years within the last 5 yearsAbility to work independently and self-manageAbility to proactively identify and implement process improvementsAbility to manage and deliver multiple tasks with focus on quality and completenessAbility to write, review, and present presentations and documents to both new and experienced stakeholdersOther Job Specific SkillsAbility to work independently and self-manageAbility to proactively identify and implement process improvementsAbility to manage and deliver multiple tasks with focus on quality and completenessAbility to write, review, and present presentations and documents to both new and experienced stakeholdersExperience with Affordable Care ActAbility to confidently use EDA Sandbox and SEEDStrong analytical capabilities to understand data sets to derive business conclusions while identifying anomalies based on business rulesUnderstanding of EDA datasets (such as FFM Extract, RCNO, etc.)Demonstrated problem-solving and critical thinking skillsAbility to thrive in a fast paced, ever changing work environmentGeneral understanding of APIs and webappsDemonstrated relationship building with internal and external stakeholderSelf-driven learnerCompensation RangesCompensation ranges for ASM Research positions vary depending on multiple factors; including but not limited to, location, skill set, level of education, certifications, client requirements, contract-specific affordability, government clearance and investigation level, and years of experience.
