Aspen Consulting Group is seeking a part-time DoD Program Manager in Sea Girt, New Jersey with occasional remote work. The successful candidate will lead and execute critical programs supporting the Department of Defense (DoD). This position requires a strong understanding of DoD acquisition processes, regulations, and program management best practices. The ideal candidate will possess a proven track record of successfully managing complex projects within the defense industry.
Responsibilities:
Lead and manage multiple research and development initiatives across a broad array of functional areas (i.e., signals intelligence, direction finding, electronic warfare and communications) from initiation through closeout, ensuring on-time, within-budget, and within-scope delivery of documentation and prototypes.
Manage projects, task orders and personnel at multiple locations.
Identify personnel staffing requirements to accomplish tasks. Manage a multi-disciplinary team of engineers, analysts, and support staff. Establish and track budgets and schedules along with milestone events and direct all program activities.
Effectively communicate program status, risks, and issues to stakeholders, including senior leadership within the company and the DoD. Prepare and present program reviews, monthly and technical reports, and other contractual deliverables and documents.
Develop, execute, and track program plans. Identify and mitigate program risks and develop contingency plans.
Ensure compliance with all applicable DoD and contractual regulations, policies, and procedures.
Contribute to business development efforts by identifying and pursuing new opportunities.
Mentor and develop junior program management and engineering staff.
Qualifications:
BS degree in Engineering or a related field. Master's degree preferred. Engineering management experience may be substituted for an advanced degree.
10 years of experience in engineering management, with a significant portion of that experience supporting DoD programs.
Demonstrated experience with DoD acquisition processes and regulations (e.g., FAR, DFARS).
Experience managing complex projects with significant technical, cost, and schedule constraints.
U.S. Citizen with ability to obtain a DoD security clearance at the secret level once hired (active clearance preferred).
Proficiency with Microsoft Office Suite (Project, Excel, PowerPoint).
Preferred Qualifications:
Experience with specific DoD program areas (e.g., electronic warfare, command and control, intelligence).
Familiarity with relevant DoD instructions and publications.
Experience with proposal preparation.
Experience with Army programs and systems.
