DUTIES AND RESPONSIBILITIES:
The incumbent assists in the planning, implementation and evaluation of the District of Columbia's WIC Program.
Assists with development of communication strategies and messaging to improve the shopping experience; disseminates information through mass media campaigns, social media, text messages, websites, newsletters, infographics, etc.; and evaluates outcomes.
Provides technical assistance and training to grantees, farmers, vendors, manufacturers, partners and participants to make it easy for residents to spend WIC benefits at food retail businesses (grocery stores, corner stores, pharmacies and farmers markets) and improve customer service.
Assists with monitoring and evaluating food retail businesses to ensure effectiveness as well as compliance with applicable federal, state, and local policies and regulations.
Activities include monitoring visits, compliance investigations and inventory audits
The client promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the District. CHA focuses on population health strategies to prevent and control cancer, chronic disease, and vaccine preventable diseases; promote nutrition and physical fitness; ensure access to quality health care services; and support the health and well-being of families across the lifespan. CHA's approach targets the behavioral, clinical, and social determinants of health through evidence-based programs, policy, and systems change.
The HPDP Bureau administers multiple federal and local healthy food access initiatives and programs including the Supplemental Nutrition Program for Women, Infants and Children (WIC), SNAP- Ed, Commodity Supplemental Food Program, Farmers' Market Produce Incentive Programs, Healthy Corner Store Initiatives, Home Delivered Meals, and Healthy Community Pop-Up Markets. Project Manager I performs consultative work on behalf of the WIC Program. The position requires experience in project management, program planning, implementing, monitoring, and evaluating program goals, objectives, and performance measures; food systems; farmers markets; food retail businesses and federal nutrition programs.
SUPERVISORY CONTROLS:
The incumbent works under the supervision of the Supervisory Public Health Analyst, who identifies the scope of assignments to be accomplished through program discussions, conferences or written direction that outlines broad objectives. Incumbent works independently or as a team member of a multi-disciplinary team. The extent and supervision varies with the setting and the particular kinds of problems that one may expect to encounter. Work is reviewed and evaluated in terms of overall effectiveness and attainment of program goals in meeting the objectives of the administration or department.
GUIDELINES:
Guidelines of the position include, but are not limited to, written departmental policies and procedures, standards of public health practice and procedures, pertinent laws and regulations and established administrative policies and procedures as set forth by the Department of Health, Community Health Administration, Health Promotion and Disease Prevention.
COMPLEXITY:
The work involves the application of public health principles to a broad spectrum of nutrition and food system related work within a changing public health system; and the use of initiative, judgment and discretion in dealing with outside agencies and general public. These services are often characterized by demands resulting from policy changes, health manpower shortages, fiscal constraints and uninterrupted delivery of public health programs and health care services. The incumbent collects, analyzes, evaluates, and interprets data and regulations with emphasis placed on public health nutrition programs.
SCOPE AND EFFECT:
The incumbent performs difficult and complex tasks and provides assistance that requires in-depth experience and judgment. The work involves serving as the Project Manager and providing support to both policy and programmatic efficacy of assigned programs. The overall intent of the work is to provide technical assistance and support to grantees, community-based organizations, retail food businesses, and local and federal nutrition program participants to improve service delivery and benefit redemption.
PERSONAL CONTACTS:
Personal contacts are with community-based organizations, health care professionals, retail food business owners, residents, managers and program directors within the Department and other District/federal officials. Contacts may be initiated by the incumbent with persons requesting information and/or assistance in the development of public health plans, guidance and programs. Frequently these contacts involve unstructured face-to-face meetings and virtual meetings.
PHYSICAL DEMANDS:
Work may involve a considerable amount of walking, standing, as well as sedentary tasks. In addition, some driving of a vehicle may be required as the work involves travel to grocery stores and various other sites. Items carried may include light objects such as notebooks and laptops.
WORK ENVIRONMENT:
Work is performed in a hybrid model, where the incumbent will work remotely, as well as within an office setting wherein the work area is adequately lighted, heated and ventilated. The work environment includes everyday risk or discomforts normally found in offices, conference rooms, schools and similar public buildings. The incumbent will also need to go to authorized WIC retailers frequently which requires standing for long periods of time. The standard tour of duty for this position is Monday to Friday, from 8:30 am to 5:00 pm, with flexibility in determining the final schedule. The primary in-person work location is Washington, DC, 20020, with the option for telework up to 3 days per week.

EDUCATION/ EXPERIENCE:
Graduation from an accredited college or university with a bachelor's or master's degree in public health with a focus in public health, nutrition, agriculture, health administration, prevention and community health or equivalent combination of education and experience. Specialized experience is experience which is directly related to position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position to include analyzing federal and local nutrition related policies, developing protocols and guidance for vendors, grantees, businesses, and program participants, conducting compliance audits and performing other analytical work related to the planning, development, organization, administration, evaluation and delivery of public health programs.
