Background/Overview:
ASR International Corporation has an exciting opportunity for a Financial Analyst position working as part of our team supporting The Department of Navy’s (DON) Office of Civilian Human Resources (OCHR).  OCHR performs the tasks and functions necessary for meeting the agency’s and the Navy’s mission in recruitment of qualified personnel.


The OCHR is the authoritative source of civilian human resources strategic and technical expertise for Hire-to-Retire process to enable the recruitment of the right talent for the mission of the DON. The strategies, policies, business processes, and systems developed/implemented and managed by the OCHR affect the entire DON civilian workforce and ultimately support the military war fighter.

Location:  Washington, D.C.

Job Description/Responsibilities:
  • Support Financial Management, budget and execution processes.  Conduct special reviews to resolve budget execution issues, provide technical assistance to improve the Planning, Programming, Budgeting and Execution process.
  • Assist in the business case analysis of new program requirements and fiscal metrics.  Assist customer in implementing Government Performance and Results Act.
  • Provide support to the OCHR Administrative Officer and Comptroller in support of budget submissions for the organization.  Provide support to the OCHR Comptroller staff for budget formulation, funds distribution, funds execution, and financial execution reporting for the organization.
  • Creation of reports via Power BI, ADVANA, Qlik, or any other data analytics software that will facilitate the reporting of resource execution, to include linking data tables from ERP, TWMS, DCPDS or any other HR system.
  • Provide analyses and briefing support, as described by the Business Operations Managers and Comptroller, compiling diverse inputs from multiple sources and preparing a coherent model of the data required for the budget submission.
  • Support on-going development and populating the inputs of the HR Business Model and provide alternative scenarios for HRSC and HRO workload realignment.
  • Create written reports, PowerPoint briefings, point papers and present findings to high-level audiences. Develop training materials, user guides, and job aids.
  • Provide support to the OCHR Comptroller staff in the form of process standardization and documentation.
Qualifications/Requirements:
  • Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required.  Active high-level Security Clearance desired.
  • Minimum Education: High School Diploma or equivalent, Bachelor’s Degree preferred.
  • Target Experience: At least 5 years of experience in financial management, budget development/execution, and statistics to support overarching budget execution and planning, programming, budgeting, execution, and financial management processes.
  • Possess high level MS Excel skills, including data analysis, Power Pivot, and Excel Database functions.
  • Proficiency in Microsoft Office Suite (Teams, Word, Excel, PowerPoint), Power BI, ADVANA, Qlik, or any other data analytics software (with the ability to link data tables from ERP, TWMS, DCPDS or any other HR system).
  • Possess the ability to create written reports, PowerPoint briefings, point papers and present findings to high-level audiences.
  • Have the ability to communicate effectively with all levels of military and civilian personnel.

Salary : $100,000 - $140,000
