Under the general supervision of the Sr. Purchasing Manager and the Program Manager, the Buyer performs a wide range of purchasing activities on federal prime contracts. The primary purpose is the purchasing of all materials, equipment, supplies and services from local and nationwide commercial businesses. Interact regularly with people in various positions in the company and externally. They must maintain a good company image and supplier relations through daily business contacts.

- Analyze Purchase Requisitions (PR) for appropriate authorization level, complete and accurate specifications, shipping, and delivery requirements. Proactively resolves customer issues by going beyond the request to understand the need. Issue Requests for Quotation (RFQ).
- Maintain effective communications with customers and take proactive measures to meet lead-time required for obtaining materials.
- Determine that prices paid are fair and reasonable and perform cost analysis. Source continuously for improved and/or less costly materials and supplies.
- Award and administer Purchase Orders (PO) used to purchase material, services and utilities for internal customers on authority of approved requisitions and in accordance with Federal Acquisition Regulations (FAR) and contract requirements.
- Document all purchases in accordance with applicable contractor and Government requirements. Maintain Federally complaint PO files at all time. Compliance is 50% of the job.
- Utilize Company automated maintenance and procurement systems (Costpoint, SharePoint, AIMs, Concur) in the order, receipt, and shipment and tracking of material, equipment, or services.
- Track the status of commercial purchases and respond expeditiously to requests for information regarding the status of these purchases.
- Contact vendors to follow up on POs and the status of overdue deliveries. Evaluate vendor performance and facilitate proactive continuous process improvement.
- Coordinate invoices with Accounts Payable and revise POs to reflect credits and returns. Complete accurate monthly P-card reconciliations in a timely manner.
- Proactively plan and coordinate work activities to meet outcomes beneficial to the customer and project needs. Work independently to resolve all issues and meet deadlines.
- Perform administrative duties and maintain assigned workplace, materials, and equipment in a safe, secure, and neat manner. Maintain records and files related to job responsibilities
- Must be detail oriented and possess the ability to review paperwork for completeness, appropriateness, and conformity to established policies and procedures.
- Ability to work in a team-based, service-oriented environment, collaborating across departments.
- Strong organizational skills and the ability to work independently to prioritize daily work assignments.
- Must possess excellent communication and interpersonal skills to interact tactfully and resourcefully with co-workers, vendors, and internal and external customer representatives.
- Strong problem-solving skills and ability to proactively assist customers with their immediate and long-term needs. Critical thinking skills are required daily to ensure a successful mission on your contract.
- Ability to be flexible while still maintaining high standards of professionalism to perform under deadlines and manage multiple priorities in a volatile and diverse environment.
- Bachelor's Degree and 0-2 years of experience
- Knowledge of the Federal Acquisition Regulations (FAR), and compliance
- Knowledge of supply chain, sourcing, and procurement
- Experience using automated systems.
- US citizenship is required and the ability to pass required background checks to perform the work
- (2) years of experience using federal purchasing procedures for a wide range of specialized maintenance materials, supplies, and equipment
- Knowledge of local and beyond supply sources
- Experience using Cost Point (ERP)
