- Provide project management over the execution and performance of NOAA/NESDIS supplemental funding from the Bipartisan Infrastructure Law (BIL), the Inflation Reduction Act (IRA), and well as other legislation as assigned.
- Apply standard project management practices to track cost, schedule, and scope of the activities funded by the BIL and IRA, utilizing Gantt charts, SmartSheets, and Excel.
- Review and track performance of funds against major milestones
- Review reports provided by the budget execution team to monitor funds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices
- Collaborate with NESDIS program offices to inquire about the timing and execution of grants and major projects funded by the BIL and IRA.
- Oversee budget formulation for a portfolio of NESDIS programs, assisting in the preparation and review of annual budget requests to the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.
- Become adept at pulling reports from the NOAA financial systems, including the Enterprise Business Solution (EBS) and the Financial Management Data System (FMDS)
- Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports
- Bachelor’s Degree plus 5 years of related experience
- Ability to transform data and findings into concise, user-friendly spreadsheets and into PowerPoint presentations.
- Excellent oral presentation skills with the ability to brief findings and materials to management.
- Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management
- Work proactively to anticipate management’s questions and meet their needs before being asked
- Sift through large amounts of data and reports to find answers to management’s questions in a timely manner
- Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests
- Knowing when to ask for help to be able to meet assigned deadlines
