ASRC Federal is looking for an IT Portfolio Analyst that will provide technical and management leadership on major tasks or technology assignments. This role involves establishing goals and plans that meet project objectives while having domain and expert technical knowledge. The individual will direct and control activities for a client, ensuring that financial management, methods, and staffing meet technical requirements. Key responsibilities include client negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation.
Key Responsibilities:
Compliance and Governance:
- Support the customer’s processes to comply with the Federal Information Technology Acquisition Reform Act (FITARA) using the Office of the Chief Information Officer (OCIO) FITARA Governance Automation (FGA) program.
- Conduct an annual review of the customer’s IT Portfolio and Investments (Portfolio Stat reviews).
- Support IT PfM Investment and site program reviews (Tech Stat reviews).
Capital Planning and Investment Control (CPIC):
- Support the management of information, IT assets, and IT investments, including 3 Major IT Investments and approximately 150 non-major IT Investments.
- Analyze, collate, and report detailed information on the utilization of IT resources using the Technology Business Management (TBM) Framework.
- Coordinate with the customer’s Sites to facilitate timely and accurate submission of monthly IT Dashboard reports and annual OMB pre-decisional budget submission.
- Provide analysis and reporting of cost and risk reduction activities to improve investment performance using the General Services Administration (GSA) Folio application and all IT project management activities.
- Facilitate the measurement of investment performance for investment owners by providing guidance adhering to customer requirements and best practices.
- Support the gathering and reporting of information for approximately 50 data calls per year from the customer.
Enterprise Architecture (EA):
- Support the development and maintenance of a business-driven plan that describes the current state, future vision, and transitional states of an operation.
- Integrate strategic, business, and technology planning for the lifecycle management of information, information resources, and related IT investments.
- Support the maintenance and functionality of ITPfM/ EA repositories, providing data entry as needed.

- Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure technical requirements are met.

- Decision-making and domain knowledge may have a critical impact on overall project implementation.
- May supervise others.
- Must possess at least 10 years of relevant work experience and a bachelor’s degree from an accredited university in a related field or equivalent.
- Successful candidate is subject to a background investigation by the government and must be able to meet the requirements to hold a position of public trust.
