TraCSS TEOSS - Operations Support, Orbit Analyst ASRC Federal Data Networks Corporation (DNC) is seeking an Operations Support, Orbit Analyst for a position supporting the NOAA Office of Space Commerce, Space Operations Division, TraCSS Operations Branch in Suitland MD and Boulder CO. Secret Clearance Required   Background Summary: The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), Traffic Coordination System for Space (TraCSS) is being developed to fulfill the 2018 US National Space Council released Space Policy Directive 3 (SPD-3), which instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators.  This was identified as a ‘whole of government’ approach, and the organization identified to lead many of the efforts was NOAA OSC, in the US Department of Commerce (DOC).  TraCSS is the Department’s cloud based enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products.  TraCSS will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry.  The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners.  The TraCSS system will operate 24 hours per day, 7 days a week. ESSENTIAL JOB FUNCTIONS This Operations Support, Orbit Analyst position will join the Traffic Coordination System for Space (TraCSS) Technical Engineering and Operations Support Services (TEOSS) contract team.  The candidate will work in the TraCSS operations center performing monitoring and analysis of space traffic products and computational processes.  The operations center will be staffed 24/7 so the candidate should expect shift work. Duties may include, but are not limited to, the following: Monitor the flow of input data from the DoD, satellite owner/operators, and commercial SSA data providers into the TraCSS system, propagation and conjunction assessment processing, and the formatting and delivery of Conjunction Data Messages (CDM) to TraCSS users. Respond, as required, to operational issues relating to space traffic coordination, and to technical issues associated with the OSC Operations Center or TraCSS to ensure the safety and stability of the space operating environment. Participate in the development of and ensure that procedures, operational displays and other job aids are in place for operational needs, technical troubleshooting, and to coordinate with commercial operators. Take appropriate actions (including resolution of technical issues) to ensure continued provision of SSA safety services. Coordinate with DoD, satellite owner/operators, System Integrator, and other stakeholders as required in the execution of TraCSS mission operations. Participate in the development of training materials and training activities to support onboarding of members of the government and commercial satellite operational teams. KNOWLEDGE, SKILLS and ABILITIES B.S. Degree in Engineering, Physics/Astronomy, Computer Science, or related field and at least 1 – 4 years of experience related to flight dynamics, orbital mechanics A.S. Degree in Engineering, Physics/Astronomy, Computer Science, or related field; 3-8 years of experience related to flight dynamics, orbital mechanics Excellent verbal and written skills The candidate must have knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics.  Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management. Personnel will be certified as qualified to perform duties on a yearly basis to ensure proficiency of skill set. Highly Desired: Active Secret Clearance Current DoD, NOAA, or NASA security badge Experience performing shift work Experience working in support of a U.S. government institution Advanced use of Google Workspace and Microsoft tools; Excel, Visio, PowerPoint, Access Use of Jira, Jira Service Management, Confluence, Bitbucket and other Atlassian platform tools Work Environment and Physical Demands: Operations Center support personnel will be required to support 24/7 operations, 365 days/year and consequently be required to support shift work.  Shift schedules have not been finalized.  Occasional deadlines or operational conditions require non-standard/longer hours or additional onsite support.  Infrequent travel required. Place of performance will start at the NOAA Satellite Operations Facility (NSOF) located in Suitland MD.  The operations team will relocate to the NOAA David Skaggs Research Center in Boulder CO when the operations center is ready.

Salary : $70,000 - $90,000
