What are the responsibilities and job description for the Housing Program Manager position at Association for Mental Health & Wellness?
The Housing Manager will lead and develop a Housing Program Team with a strong sense of accountability for achieving person centered outcomes for residents and in the provision of supported, permanent housing to Veterans and individuals with Mental Illness in compliance with funder regulations and requirements.
This role demands flexibility beyond regular business hours, requiring the ability to respond to calls and address concerns via phone or in person during evenings, weekends, and holidays as necessary.
General Responsibilities:
- Facilitate the screening, interviewing and disposition of potential residents for the program and assist with the move-in and program orientation process.
- Work collaboratively with MHAW administrative staff and Property Management staff to ensure completion and submission of Lease, MHAW Housing Agreement, Initial and Annual Rent Reviews.
- Monitor staff compliance to ensure all case records (electronic and paper) are accurate, comprehensive and up-to-date for all residents. Review client records to ensure compliance with funder requirements.
- Provide training and coaching for improvement as indicated.
- Provide regular, ongoing supervision of staff and facilitate weekly staff and clinical review meetings.
- Prompt reporting of safety concerns to management and submission of Incident Reports to the Incident Review Committee (IRC). Active participation in the agency wide IRC meetings and implementation of corrective action for MHAW permanent housing as indicated.
- Assist with rent collection and ensure all staff members support housing stability through a proactive active approach to working with tenants around budgeting and money management. Institute necessary action to remove barriers toward residence continuance in housing program including written communication to residents regarding their status within the program, and to inform residents if their continuation with the program is in jeopardy.
- Act as liaison between the client and property management to assist with resolving tenancy issues and provide eviction prevention services.
- Keep up-to-date on changes, additions, and cancellations to the many available housing subsidy programs.
- Work with landlords to ensure property maintenance
- Enter work orders to ensure that needed maintenance/ repairs are completed.
- Work with housing staff to ensure that tenant disputes are reported/ addressed properly.
- Coordinate and prepare properties for inspections by Town and oversight agencies.
- Attend to Town Inspections and report any needed repairs/ maintenance.
- Review resumes, schedule and conduct interviews and follow up as needed to obtain appropriate staffing.
- Attend meetings with outside resources, funding and oversight sources. (CoC, SPA, ect.).
- Complete Annual Updates on tenants in HMIS.
- Process discharges as per system (Veterans – HMIS/ OMH – Millennium).
- Provide 24/7 telephone coverage for all housing (OMH and Veterans), including after hours, weekends and holidays.
Qualifications:
- Housing operations expertise and experience in managing multiple contracts a must.
- Leadership experience, and good judgment essential for planning and accomplishing goals, navigating challenging bureaucratic systems, and providing strong staff supervision.
- Experience in administrative and clinical supervision including risk assessment and planning, managing grievances and conflict resolution.
- High ethical standards and personal integrity to ensure compliance with requirements and policies of MHAW, as well as, regulatory agencies and funders.
- A strong work ethic, takes initiative and an ability to manage confidential and sensitive information.
- Valid driver’s license.
Education and Experience:
- Bachelor’s Degree Required, Master’s degree preferred.
- At least two years related experience working with homeless populations that have been impacted by mental illness, substance abuse, legal and medical issues.
