As a member of the Culture and Heritage Development team, the Program Administration Officer 3 (Program and Development Officer) is responsible for providing specialized program development, implementation, and administration of the Creative Industries suite of funding programs, which include the Creative Industries Fund, Screenwriters Development Fund and Publishers Assistance Fund.

As the Program Administration Officer, you are responsible for supporting applicants throughout the funding application process, managing the intake and assessment of grant applications, and providing regular program status reports to your colleagues and senior staff. A key function of this role will be to work collaboratively with a range of internal colleagues, external partners, organizations and individuals in order to develop and maintain an understanding of the creative industries, sector development and the export marketplace from a regional, national and international perspective.

The successful applicant will also contribute to the development of departmental strategic plans, evaluation frameworks, research initiatives, and monitoring and measurement tools to provide assessment of Creative Industries programs on an ongoing basis.

This position reports directly to the Manager, Creative Industries.

Primary Accountabilities

A few of the key responsibilities of this role include :

  • Administration of creative industries grant programs, specifically application intake, assessment, client communications and reporting.
  • Effective management of program budgets.
  • Developing and maintaining relationships with creative industries businesses and not-for-profit organizations within the province to build awareness of the creative industries suite of programs as a set of resources that support the export potential of creative workers in Nova Scotia
  • Providing input into program design, the development of an accountability framework including monitoring, measurement and risk assessment tools, and the implementation of an assessment framework to measure program outcomes and properly evaluate the effectiveness of programs.
  • Liaising with other departmental staff to prepare advice documents, briefing materials, and submissions to senior leaders.
  • Help ensure the lens of equity, diversity and inclusion is woven into CCTH policy, operations and service delivery and work collaboratively within the department, government and with CCTH partners as required to advance goals related to equity, diversity and inclusion.

Qualifications and Experience

You bring with you a Bachelors’ degree in a related discipline plus 3 years related experience in program development and delivery. An equivalent combination of formal training and related experience may be considered in relation to the intellectual, reasoning and analytical requirements of the position.

  • possess experience and expertise in the life-cycle administration of funding programs including program design, client communication and program promotion, intake, assessment and report evaluation.
  • have experience with program analysis and program evaluation.
  • have excellent attention to detail in developing and reviewing written contract documents.
  • demonstrate a strong understanding of and commitment to equity, diversity and inclusion.
  • exercise tact, diplomacy and sound judgement when dealing with internal and external clients.
  • possess exceptional organizational and communication skills (verbal and written).
  • are self-directed with the ability to work independently or in a team environment.
  • have experience using Microsoft Office suite (Word, Outlook, Excel, PowerPoint, Teams).
  • Assets for this role include :

  • SAP and grants management systems experience.
  • experience with Microsoft Excel.
  • experience using Acrobat Adobe Pro.

    You may be required to travel, and you must possess a valid Nova Scotia driver’s licence.

    Salary Range : $2,556.10- $3,107.16 Bi-Weekly
