Financial Compliance and Tax Manager
The Association of the United States Army (AUSA) is seeking a talented and versatile Financial Compliance and Tax Manager to serve as a key member of our Office of Finance. The successful candidate will perform a range of compliance and tax advisory duties. Position requires travel to AUSA region and chapter locations.
Duties
- Chapter Oversight: Oversee and assist 9 Regions and 122 Chapters worldwide; ensure chapter compliance with organizational policies and procedures; obtain financial information for inclusion in financial and tax reporting; assist with fundraising activities and local compliance.
- State Tax Compliance: Analyze multi-state activities, determine nexus, summarize the information, and report any tax issues for further investigation of the sales and use tax nexus requirements; oversee the preparation of all required sales and use tax returns; oversee the preparation of personal property tax returns; obtain and maintain state sales tax exemption certificates; monitor and ensure compliance with state charitable registration requirements; obtain renewals for all required business licenses.
- Tax Accounting and Financial Reporting: Gain thorough understanding of new accounting pronouncements promulgated by FASB and changes to the Internal Revenue Code and Treasury Regulations; establish tax and financial reporting procedures that ensure adequacy of internal controls and compliance; ensure that tax positions meet appropriate standards (reasonable basis, more likely than not, etc.), rely on substantial authority, and are properly documented; resolve tax issues with Federal and State tax authorities; address internal tax inquiries; work with external auditors to comply with documentation requirements for ASC 740-10, Accounting for Uncertainty in Income Taxes (FIN 48).
- Tax Returns: Manage the data gathering process by working directly with various departments to obtain the information required for preparation of the federal and state tax returns; determine nexus for state compliance; coordinate the preparation and timely filing of the tax returns; address internal and external tax inquiries.
- Unrelated Business Income: Review and monitor revenue streams for potential unrelated business activities; advise marketing, legal, and other departments regarding the potential tax consequences of new and proposed activities; analyze alternative investments and ensure proper financial and tax reporting; ensure proper allocation of unrelated business expenses; maintain supporting documentation; apportion and allocate unrelated business income to states in accordance with state regulations.
- Governmental Compliance Reports: Coordinate the preparation and timely completion of compliance submissions to governmental agencies including Lobbying Disclosure Act Reports and reporting related to government contracts.
- International Compliance Reports: Lead the preparation and filing of informational returns including Report of Foreign Bank and Financial Accounts (FinCEN 114), Information Return of U.S. Persons With Respect To Certain Foreign Corporations (Form 5471), International Boycott Report (Form 5713), Return by a U.S. Transferor of Property to a Foreign Corporation (Form 926), and Return of U.S. Persons With Respect to Certain Foreign Partnerships (Form 8865). Work with international chapters to handle basic administrative functions.
- Unclaimed Property: Review accounting records to determine whether the organization holds any funds, securities, or other properties that have been unclaimed for the required dormancy period; file annual reports with the Unclaimed Property Unit; follow unclaimed property procedures to comply with state reporting requirements.
- Additional responsibilities: Implement new tax processes; monitor lobbying activities and document expenditures; coordinate financial reporting of special fundraising events and ensure that donors receive accurate written contemporaneous acknowledgements; develop and implement strategies for mergers and acquisitions; manage all federal and state examinations (audits).
- CPA preferred
- Bachelor's degree with major in Accounting or Finance
- 3-5 Years of experience, combination of public accounting or non-profit industry experience
- Outstanding written and oral communication skills
- Strong accuracy and attention to detail
