Description

SUMMARY: Under the direction of the Natural Resources Manager, the Marine Resource Specialist promotes the interests of tribal members and entities relating to the Bering Sea marine environment, especially the sustainability and resilience of subsistence activities and resources, by taking a lead role in policy work, education, and outreach efforts. This position may act as Acting Natural Resources Manager during the absence of the Natural Resources Manager.

SUMMARY OF PERFORMANCE RESPONSIBILITIES:

  • Research, monitor and analyze ongoing and emerging issues and developments relating to Bering Sea resources; prepare position statements about the same.
  • Educate and provide direction to AVCP leadership regarding issues about, related to, and affecting Bering Sea ecosystems, including fisheries, traffic, and response.
  • Assist in developing and maintaining a plan that addresses how to sustain the interests of tribal subsistence users of the Bering Sea.
  • Develop relationships with tribal members, entities, stakeholders, collaborators, and coalitions relating to the Bering Sea and other marine issues and act as AVCP’s liaison to these individuals and groups.
  • Stay current with principal institutions, organizations, and groups, including their purpose, responsibilities, and actions, relating to marine resources and issues in the Bering Sea and represent AVCP and/or tribal entities before meetings and events pertaining to Bering Sea ecosystems.
  • Monitor legislation, regulations, and policies relating to the Bering Sea ecosystems and marine vessel traffic, fisheries, and response plans.
  • Represent AVCP and the region’s Tribes at natural resource and fisheries meetings and events.
  • Assist the Manager in participating in program planning, budgeting, and identifying potential program funding opportunities.
  • Assist the Manager in supporting the healthy financial management of program budgets by managing essential grants and adhering to grant requirements and AVCP policies and procedures; prepare financial reports, narratives, and statistical program information as required by the Manager, AVCP, and its funding sources.
  • Provide regular progress reports to the Manager.

Requirements

QUALIFICATIONS: Effective research, writing, communication, and budgeting skills; computer, keyboarding, and organizational office skills with the ability to learn and use specialized computer software programs; ability to work effectively among diverse groups and in diverse settings, including working and communicating with remote teams; able to travel, including in small planes and/or boat. This position requires a thorough understanding of the culture, traditions, and way of life of the Yup’ik/Cup’ik peoples of the Yukon-Kuskokwim Delta region. Yup’ik/English competency is preferred and must have a valid driver’s license.

EDUCATION AND EXPERIENCE:
A master’s degree in fisheries, natural resources science, social science, or related field or, a bachelor’s degree and demonstrable work experience with at least two years providing the necessary knowledge, skills and abilities may substitute for the MS degree requirement.
