JOB TITLE: TTP Data Specialist
DIVISION: Community Development
REPORTS TO: TTP Manager
POSITION STATUS: Full-time, Non-Exempt
JOB CLASS: Grade 4

SUMMARY:
The TTP Data Specialist is responsible to collect, compile, and enter data for the tribal transportation program (TTP); including but limited to tribally owned road inventory, accident/injury data/statistics, village demographics, tribal priorities, etc. Must be able to pass a background test for access to federal road inventory field database system (RIFDS). This position may require extensive travel throughout the region as needed and includes extensive work outdoors. Position is subject to Native Preference per P.L. 93-638.
Requirements
PERFORMANCE REQUIREMENTS: including the following.
- Obtain security access to the BIA Road Inventory Field Database System (RIFDS).
- Perform updates and amendments to official tribally owned routes in RIFDS.
- Update and maintain AVCP’s tribal transportation facilities inventory collection, with all required Bureau of Indian Affairs (BIA) Tribal Transportation Program (TTP) documentation and attachments and properly enter inventory and attachments into the BIA RIFDS (Road Inventory Field Database System).
- Complete Average Daily Traffic (ADT’s) Counts for villages and update all other required inventory information.
- Creation of GIS maps of AVCP’s IRR inventory, construction, maintenance, and planning projects.
- Conducts mapping research in the field and in the office.
- Provide written and verbal updates and reports to Division staff.
- Submit, implement, and close out safety grant application for TTP.
- Pilot, collect data, and footage of inventory and projects with AVCP’s drone.
- Other duties as assigned.

Education:
H.S. Diploma or GED
Associate degree (A.A) from a two-year College or equivalent from a technical school in community development, rural development, or a related field
preferred.
Certified drone pilot, or willing to get certified within 6 months of hire.
Skills:
Three to five years related experience or training. Ability to work in a cross-cultural environment.
Must have strong written and verbal skills. Fluency in Yup’ik or Cup’ik is strongly preferred. Familiarity with Yup’ik lifestyles is preferred.
Teamwork:
Strong interpersonal skills to work effectively within and outside of AVCP.
Exercises tact and diplomacy in working with other departments and agencies.
Planning/Organizing:
Prioritizes and plans work activities. Uses time efficiently.
Plans for additional resources when needed. Sets goals and objectives.
Organizes or schedules other people and their tasks.
Develops realistic action plans.
Computer Skills:
To perform this job successfully, the individual should have knowledge of Word Processing software, e-mail, calendaring software such as Outlook, and knowledge or previous experience working with databases. Certified Drone pilot.
