ASSYST is seeking a Senior Program/Project manager for the Montgomery County’s Department of Health and Human Services to lead and oversee the transition to a new visitor management system, fully integrated with a case management system. This initiative involves implementing a well-designed, user-centric system, ensuring its adoption and long-term success through effective stakeholder engagement, integration, and staff training. The implementation will be conducted across seven locations, requiring coordination with internal and external entities.

Project Scope:
- Engage stakeholders: Conduct workshops, interviews, and surveys with key stakeholders (staff, front desk, case management, IT, and executives) to gather functional and non-functional requirements.
- Document requirements: Define system features, user roles, data flows, and integration points between the visitor management and case management systems.
- Finalize and approve requirements before system design and development.
- Create a graphical representation of services and customer journeys for each site based on location-specific requirements.
- Deploy visitor management software across designated locations.
- Collaborate to integrate the visitor management and case management systems ensuring real-time data sharing.
- Coordinate with IT and facilities teams for infrastructure installation, including monitors and kiosks.
- Label/tag and document all equipment for lifecycle management with IT teams.
- Develop a management Service Level Agreement for system maintenance and operations.
- Provide tracking mechanisms such as charts to monitor project tasks, milestones, and dependencies.
- Deliver regular reports and reviews for senior management to ensure alignment with project timelines and progress.
- Design a training plan targeting staff, front desk personnel, case managers, IT, and executives.
- Use delivery methods such as instructor-led training, e-learning, hands-on support, and webinars.
- Cover training content like system functionalities, visitor management, case-specific processes, troubleshooting, and maintenance.
- Begin training 2-3 weeks before go-live, with continuous support during and post-deployment.
- Conduct pre-go-live requirements gathering and initial training (exact TBD).
- Provide go-live support with on-the-job training and system assistance (exact TBD).
- Deliver ongoing refresher training with monthly follow-ups after deployment.
- Identify and mitigate potential risks (e.g., integration issues, security gaps).
- Monitor system adoption through user feedback, training success, and system usage metrics.
Required Technical Skills & Hands-on Experience:
- At least 6 years of prior project/program management experience.
- Prior experience with Change Management and Configuration Management processes.
- Project Management Institute Project Management Professional (PMP) or other industry-recognized Project Management certification.
- Excellent oral and written communication skills demonstrated through development of reports or presentations to Executive Leadership.
- Experience managing diverse teams and stakeholders.
- Experience with government, health, and human services programs, organizations, and information systems.
- Knowledge of electronic records systems.
- Knowledge of case management systems.
Education:
- BS or BA degree, preferably in a technical field.
- Master’s degree preferred.
