As The Senior OE Financial Analyst/Manager, You Will
- Lead the financial oversight of 100 operational energy innovation projects across all domains, ensuring efficient use and tracking of Military Interdepartmental Purchase Requests (MIPRs).
- Monitor and report on project execution, obligation/expenditure trends, and discrepancies.
- Support the allocation of funding for pioneering energy strategies — including space energy, nuclear innovation, and integrated multi-domain energy roadmaps.
- Provide insightful financial analysis and reporting that informs decisions at the highest levels of the Department of Defense.
- Contribute to the development of policy and strategy documents that shape the future of DoD energy innovation.
- Manage end-to-end MIPR funding processes: documentation, tracking, compliance, and reporting.
- Analyze complex financial data and develop technical recommendations for leadership.
- Collaborate with Service project managers to execute OE innovation initiatives effectively.
- Support budget development and funding strategies for space, cyber, and multi-domain energy programs.
- Draft reports, presentations, and briefings to communicate key financial and strategic insights to senior leaders.
- Assist in developing energy strategy documents that may include classified annexes and direct policy recommendations.
You’ll play a critical role in:
- Empowering energy innovation that makes U.S. forces more agile, resilient, and sustainable.
- Driving funding decisions that accelerate adoption of emerging technologies in space and across domains.
- Supporting leadership at OUSD(A&S) and Combatant Commands with the data they need to make mission-critical decisions.
- Shaping national defense strategies for operational energy use in the next generation of warfare.
Required:
- Bachelor’s degree (finance/accounting preferred); Master’s Degree strongly preferred
- 11-15 years of experience in financial management, technical analysis, or defense acquisition support
- Minimum of 5 years of experience with MIPR scheduling and DoD financial systems
- Strong knowledge of DoD Form 7600 series, DoD 7000.14-R Financial Management Regulations
- Exceptional organizational, analytical, and communication skills
- Active TS/SCI clearance
- Experience with OSD-level program offices, space/nuclear energy initiatives, or operational energy portfolios
- Familiarity with DoD acquisition, budgeting, and strategic planning processes
- Primarily remote, with periodic travel (10-20%) to the Pentagon, Mark Center, or program sites
- May include domestic and occasional international travel
- Ability to navigate industrial or operational sites, carry light materials for demonstrations or briefings
