Summary

The Facilities Planner/Manager serves as the principal subject matter expert and operational lead for all facilities planning, construction, and maintenance projects within the CENSECFOR domain. This role supports the long-term infrastructure readiness and functionality of multiple training and operational sites, ensuring alignment with current and future mission requirements.
Operating with a high level of independence, the Facilities Planner/Manager liaises regularly with Naval Facilities Engineering Command (NAVFAC), CENSECFOR staff, field activity management, contractors, and vendors. This is a designated key personnel position, requiring technical competence, strategic foresight, and a deep understanding of U.S. Navy infrastructure systems.

The pay rate for this position is $62,400-$68,640/year.

Essential Duties and Responsibilities

  • Analyze current and projected facility requirements across CENSECFOR Learning Sites, including offices, classrooms, labs, ranges, armories, RSLs, and training equipment.
  • Provide input for the Navy Training Infrastructure Plan (NTIP) and support long-term strategic infrastructure planning.
  • Lead efforts in Military Construction (MILCON), Special Projects programming, and maintenance planning.
  • Offer technical oversight and guidance for project development, engineering design review, space utilization, and master planning.
  • Support Learning Sites in identifying, prioritizing, and planning for facility improvements, maintenance, and modernization.
  • Develop and provide input into contract requirements for construction, renovation, and maintenance activities.
  • Oversee installation, integration, and lifecycle maintenance of training facilities and devices.
  • Assist with HQ building maintenance tracking and facility service coordination.
  • Ensure all activities comply with relevant safety, environmental, and regulatory policies.

Supervision

May be required to supervise a small team of 5-10 personnel.


Minimum Qualifications

  • Bachelor of Science in Civil Engineering or related field from an accredited institution.
  • Minimum of five (5) years of direct DoD facilities management experience, including facility planning, MILCON, and special project execution.
  • In-depth knowledge of NAVFAC operations and its role within Navy SYSCOMs.
  • Familiarity with the U.S. Navy’s organizational structure, including MPT&E, NETC, CENSECFOR, and NECC.
  • Strong understanding of Navy expeditionary training missions and facility requirements.
  • Knowledge of laws, regulations, and policies affecting military facility development and maintenance, including safety and environmental standards.
  • Excellent communication skills in English, both verbal and written.
  • Demonstrated ability to work independently and collaborate effectively with stakeholders at all levels.
  • Ability and willingness to travel frequently throughout the CENSECFOR domain, sometimes on short notice.
  • Valid state driver’s license.
  • Eligibility for a Secret security clearance.

Physical Demands

Employees may stand, walk, or sit for extended periods of time at assigned workstations, and briefly run or hurry in emergency situations. The walking may consist of building and grounds inspections that may consist of covering as much as two (2) miles every two (2) hours, and may entail negotiating uneven ground and poorly lit areas such as construction areas. The employee may also climb stairs and/or ladders. Lifting/carrying assorted packages and/or equipment (such as flashlights, radios, guns, ammunition, watchman’s clocks, keys, etc.) that weigh up to fifteen (15) pounds total weight for extended periods; and up to fifty (50) pounds for brief periods (such as accepting delivery of packages or moving road barricades). They may also lift covers, stoop, kneel, and crouch while checking equipment and areas, filing documents, operating panels/computers, including discerning between colored (especially red/green) lights and displays. Perform other duties that could be classified as “light” work.
