ATA Services is currently seeking to hire a Project Manager to work on a temporary assignment with the State of New Mexico Department of Finance and Administration. This position is in-office located in Santa Fe, NM.

  • Payrate: $45.00 per hour with weekly pay
  • Start Date: ASAP
  • Assignment duration: until September 2025
  • Schedule: 30 hours per week
  • Location: Santa Fe, New Mexico

The Department of Finance and Administration (DFA) is seeking a Project Manager with a strong background in planning, concept development and community engagement for advancing and completing the Emergency Watershed Protection Program (EWPP) specific to the Hermits Peak and Calf Canyon (HPCC) fires in San Miguel County and Mora County.

Work requires the exercise of discretion and independent judgment. Duties include schedules, report preparation and presentation, managing agreements with government agencies and others, and managing consultant contracts. Tasks require knowledge of the best practices in community engagement, land management, environmental planning, stakeholder engagement, partnership coordination, federal Emergency Watershed Protection Administration The DFA is a state government agency, and the position may include participation in public meetings, including reporting to the DFA Executive Leadership as well as updating stakeholder groups with project status and opportunities.

DUTIES & RESPONSIBILTIES

Research & Analysis:

  • Conduct in-depth research on best practices for procurement of contracts related to heavy construction, consulting, and other services specific to Emergency Watershed Protection (EWP) programs.
  • Review federal and state guidelines related to the EWP program to ensure compliance and alignment with procurement strategies.

Contract Management:

  • Develop and manage contracts related to heavy construction, consulting, and environmental services for post-fire watershed protection.
  • Enter wage determination for each contract in the NM Workforce Solutions PWA system.
  • Oversee the full lifecycle of multiple contracts, ensuring each contract meets deliverable timelines and specifications.
  • Monitor contract compliance and performance to ensure contractors fulfill their obligations as stipulated in the contract.

Procurement & Construction Expertise:

  • Apply knowledge of procurement processes to facilitate the timely and compliant acquisition of services.
  • Use a construction management background to guide decisions on contract terms, work deliverables, and best practices for large-scale environmental restoration projects.

Deliverable Management:

  • Track deliverables on each contract, ensuring milestones and deadlines are met.
  • Coordinate with multiple contractors, ensuring all parties are on schedule and deliverables are in accordance with contract specifications.

Invoice & Payment Processing:

  • Review contractor invoices for accuracy, completeness, and compliance with contract terms.
  • Facilitate the payment approval process by coordinating with internal teams and contractors to resolve any billing discrepancies.

Change Order Review:

  • Review and assessment of contractors submitted change orders, ensuring all requests are thoroughly justified, documented an in line with project scope and budget.
  • Collaborate with stakeholders and contractors to evaluate the necessity and impact of proposed changes on project timelines and costs.
  • Negotiate terms of change orders, when necessary, to ensure minimal disruption to project delivery and financial efficiency.
  • Ensure proper documentation and approval for all change orders, maintaining compliance with procurement policies and regulations.

Reporting & Communication:

  • Prepare and present regular reports on contract status, financial expenditures, and project progress to executive leadership, stakeholders, and funding agencies.
  • Act as a liaison between contractors, project managers, and executive leadership to ensure clear communication and issue resolution.

Stakeholder Engagement:

  • Provide regular updates to stakeholders on contract developments, procurement issues, and project progress.
  • Work closely with local and federal agencies involved in the Emergency Watershed Protection Program to ensure that all requirements and expectations are met.

QUALIFICATIONS

  • Strong understanding of procurement processes and construction contract management.
  • Experience in managing multiple contracts simultaneously.
  • Familiarity with federal Emergency Watershed Protection (EWP) guidelines and related environmental restoration efforts.
  • Proficiency in invoice review, payment processes, and financial reporting.
  • Strong communication and organizational skills for effective reporting to leadership, stakeholders, and communities.
