Purpose of Job

The purpose of this classification is to lead and coordinate safety training within ACCGov. Designs and implements innovative projects that leverage the power of instructional technologies effectively to improve learning. Coordinates and performs safety training for all new and existing employees; develops and maintains tracking of required certifications and effectiveness of the training programs.

Job Related Requirements

Work Schedule : Monday - Friday, 8 : 00 am - 5 : 00 pm. On call required, occasional nights and weekends. May be required to work outside of normal business hours.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in Safety, Risk Management, Training or Instructional Design or related discipline with three years of progressively responsible experience in designing, developing and delivering technical training and development curriculum for adult operational or business audiences in various formats including instructor-led, web-based and blended formats, with experience in designing and developing learning designs, job aids, facilitator guides, visuals, documentation and computer based training; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must have the ability to obtain professional certification in the field of Human Resources which may include SHRM, PHR, PSHRA, ARM, AIC, CIH, CSP, or similar certification within 24 months of date of hire.

Must possess and maintain a valid driver's license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

In collaboration with the Safety and Risk Administrator develops, implements and maintains training programs related to safety, risk, workers compensation policies and procedures, ACCGov Safety and Loss Control Program, and loss control training and initiatives; coordinates reoccurring safety training. Issues certifications of completion, maintains listing of employee attendance and re-certification dates.

Performs assessment and analysis of skilled and technical safety development needs within ACCGov and individual departments. Works with claims specialists to identify trends. Works with subject matter experts to identify training needs. Consults with the Safety and Risk Administrator and department leaders in defining and prioritizing safety training needs; assess individual, team and organizational needs by analyzing information obtained by claims experience.

Based upon training needs analysis establishes long and short term safety training objectives.

Utilizes knowledge of adult learning theory, various learning styles, and effective information design principles to maximize learning success and ensure overall effectiveness of training. Organizes instructional content for in person instruction, online learning and distributed learning.

Works with risk control consultants to utilize previously developed safety training materials, develops training programs, lesson plans, curricula to meet the established safety learning and training objectives.

Establishes metrics system in Origami and provides reporting to stakeholders monthly and quarterly.

Works with the claims generalists to investigate claims, provide training options for reducing claims and determining frequency and severity.

Collaborates with Safety and Risk Administrator to design and implement high-impact strategies for integrating technology into training programs, conducting training sessions via multiple delivery methods, such as; in-classroom, web-based, e-learning, contractual third party, off-site training, etc. When applicable, establishes and administers testing programs to measure learning progress.

Assess training locations and accommodations including, classrooms, conference and meeting rooms; reserves training spaces to assure facility is available; obtains needed audio visual and other equipment as needed; manages all logistics for training programs.

Coordinates training and educational programs with local colleges, private and public organizations, and training associations. Develops outside resources, grant funding opportunities, local partnerships and other measures to expand ACCGov safety and risk training and initiatives.

Prepares and provides supervisor with weekly / monthly training schedule, and annual training matrixes, or as requested; provides continued communications and announcements to department leaders and employees regarding safety training offerings.

Performs random drug screen notifications on a regular basis.

Reads professional literature. Maintaining a comprehensive knowledge of training principles, procedures and presentation techniques; monitors, researches and assesses new training techniques for most current practices and approaches. Consults with departments, outside agencies, industry information and other subject matter experts to maintain up-to-date, relevant and accurate training materials and curriculum.

Attends professional meetings, workshops, conferences, serves on committees, makes presentations and concurrently works on multiple projects with different timelines.

Will answer the after-hours phone on a regular rotation.

Knowled ge, Skills and Abilities Knowledge of the principles, practices and procedures of Risk Management and the operations and functions of the Human Resources Department as they pertain to the performance of duties relating to the position of Training Coordinator.

Knowledge of Safety standards and regulations and policies regarding multiple disciplines.

Knowledge of risk management, practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of construction, equipment, automobile safety and other safety knowledge related to a local government.

Knowledge of all applicable laws, ordinances, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of the terminology used within the department.

Knowledge of modern office procedures as required in the performance of duties.

Knowledge of and proficiency with the use of computers, current department software programs used for word processing, spreadsheets, graphics, and various training resources and related activities.

Knowledge of established organizational, administrative, and risk management techniques.

Knowledge of statistical and related mathematical analysis.

Knowledge of legal and medical terminology.

Demonstrable skill as a trainer.

Ability to comprehend, interpret, and apply regulations, procedures and related information.

Ability to communicate and interact with management, employees, staff members, members of the public and all other groups involved in the activities of the Unified Government, Risk Management and Human Resources as they relate to the Department.

Ability to compile, organize, prepare and maintain an assortment of records, reports, and information in an effective manner and according to departmental and / or governmental regulations.

Ability to use independent judgment and discretion in handling emergency situations, determining and deciding upon procedures to be implemented, maintaining standards, and resolving problems.

Ability to handle the required mathematical, primarily statistical, calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan, organize and / or prioritize daily assignments and work activities.

PHYSICAL REQUIREMENTS : Must be physically able to operate a variety of machinery and equipment including a computer, typewriter, copier, calculator, facsimile machine, etc. Must be able to use body members to work, move or carry objects or materials.
