Purpose of Job
The ideal candidate possesses a knowledge of and experience working with all requirements of Federal Financial Assistance and other grant funding. The Community Impact Administrator is a professional who will guide the ACCGov through a successful process of generating ideas, developing detailed implementation plans, and delivering solutions to meet specific targets while setting an environment for open collaboration.
The position will also be an integral and senior member of the team with high-level exposure to Unified Government leadership, departments, and stakeholders and will serve as a key point of contact for the American Rescue Plan Act through 2026, and other local funding programs.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Three years supervisory experience required.
Must possess a valid driver's license.
Master’s degree preferred.
Two years grant writing experience preferred.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Division LeadershipLeads the daily operations of the Community Impact Division within the Housing and Community Development Department, as well as the inter-departmental ARPA Team (in collaboration with other Department Directors).
Plans, directs, supervises, and evaluates assigned personnel; handles employee concerns; directs work assignments; completes employee performance appraisals; recommends disciplinary action when required.
Maintains thorough understanding and interpretation of the American Rescue Plan Act and local government/community-based programs that may be beneficial to Athens-Clarke County.
Provides technical consultation and policy interpretation to staff, Managers, and public officials.
Prepares agenda reports in areas of responsibility and assists supervisor and Director with drafting other agenda reports.
Attends and presents at Mayor & Commission meetings as needed.
Participates in on going training to maintain familiarity with federal funding programs and requirements.
Performs research and analysis of guidelines or other issues to develop standards and procedures.
Interprets government publications and regulations as they pertain to project implementation.
Serves as a primary resource and liaison to internal departments and external stakeholders regarding ARPA capital projects, programs, policies, and services, among others.
Stakeholder EngagementServes as a primary resource and liaison to internal departments and external stakeholders regarding capital projects, programs, policies, and services funded through federal and local monies, among others.
Attends and provides administrative support for advisory committees, including preparation and dissemination of minutes, agendas, and other materials.
Oversees and facilitates public participation processes.
Leads the development and delivery of specific and strategic public engagement efforts.
Develop specific communication and outreach strategies to reach diverse population groups, such as seniors, youth, and businesses.
Develop and implement a plan to accomplish broader community awareness and engagement in processes surrounding federal and local funding administered by the department.
Prepares, reviews and approves plans, studies, and reports. Prepares project schedules.
Assists with the preparation of project status reports and presentations.
Increase Access to Services and Nonprofit Capacity
Coordinates and manages multiple moderately complex projects at various stages of implementation, incoordination with the Manager’s Office and incompliance with state/federal requirements.
Observes construction practices and advises contractor of improper, inadequate, or unsafe work methods.
Monitors the progress of contractors’ performance.
Oversees the monitoring of all subrecipients and beneficiaries of federal and local funding.
Prepares Construction Cost Estimates, Request for Proposals, and Change Orders.
Verifies and quantifies contract pay items to substantiate contractors’ request for payment.
Develops and reviews budgets, monitors account budgets, and approves expenditures in accordance with project and program allocations.
Assesses programs that will positively impact the recovery and long-term success of Athens-Clarke County.
Provides recommendations regarding programs, projects, and initiatives that will strengthen local government and the community.
Manages and coordinate ACCGov’s reporting requirements for pandemic-related funding and other funding. Manages financial details of project management including review of professional service invoices, budget tracking, billing projections, and payment thresholds, in collaboration with the Finance Department.
Assists in collecting and interpreting data throughout the course of the project and makes changes when necessary based on the results to work toward sustainability of the project.
Attends and provides administrative support for advisory committees, including preparation and dissemination of minutes, agendas, and other materials.
Performs special projects as assigned by supervisor and/or requested by departments by:
- Assisting in the preparation of grant applications, submissions, and oversight as needed
- Assisting with project management, financial tracking and organization for other intergovernmental grants.
Participates in ACCGov-wide and department-wide team activities working on specific issues and assignments.
Performs other duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of ACCGov, American Rescue Plan Act funds, State and Local Fiscal Recovery funds, and state and federal requirements.
Knowledge of federal reimbursement and reporting procedures.
Knowledge of project management practices.
Knowledge of meeting facilitation techniques and practices.
Knowledge of principles and practices of group facilitation and building consensus.
Knowledge of community engagement strategies and technologies.
Knowledge of legal and business aspects of professional services contracts providing multi-discipline engineering and design products and of multi-discipline construction services contracts.
Knowledge of management, human resource management/personnel, financial and multi-discipline engineering practices, policies, and procedures as necessary in the completion of daily responsibilities.
Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of the use of computers and various computer software programs relevant to the position.
Knowledge of grant writing and reporting.
Ability to develop and administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.
Ability to work both collaboratively and independently with limited supervision.
Ability to prepare, administer, and monitor multiple and detailed project budgets and anticipate future budgetary needs.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the county as they relate to projects and programs funded by federal and local monies administered by department..
Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Has organizational, management, human relations, and technical skills.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to handle required calculations using statistical calculations.
Ability to read, understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers, calculators, scanners, and other office equipment.
