American Rescue Plan ActThe American Rescue Plan Act (ARPA) was signed into law on March 11, 2021, with the goal to "fund vaccinations, provide immediate, direct relief to families bearing the brunt of the COVID-19 crisis, and support struggling communities." The Unified Government of Athens-Clarke County (ACCGov) has been allocated $ to be spent over a four (4) year period through December 31, 2026. ARPA monies partially fund this position.
Purpose of Job
This position will be responsible for ensuring compliance of projects and subrecipient programs funded by Athens-Clarke County’s American Rescue Plan Act(ARPA) State and Local Fiscal Recovery Fund (SLFRF) as well as other federal and local funding. General duties include drafting and monitoring contracts, reviewing and processing reimbursement requests from subrecipients and contractors, and ensuring accuracy and compliance with contract terms, local policies and ordinances, and federal requirements for ARPA and SLFRF funds to ensure expenditures are allowable, reasonable, and fully supported. This position will also provide training and/or technical assistance to internal and external parties regarding contracts, proposals, and requirements and be responsible for compiling and analyzing performance data for funded projects and programs. The incumbent will conduct various forms of data analysis and will work under the direction of the Community Impact Administrator to communicate with internal and external stakeholders regarding ARPA and other locally-funded programs and projects.

Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Interprets, applies, and explains federal regulations and procedures, as well as assists sub-recipients under contract with regulatory compliance.
Acts as a liaison with sub-recipient organizations to provide information and grant resources, performance measurement, contract compliance, and regulatory compliance.
Provides and coordinates managerial and grant-related technical assistance to sub-recipients, community organizations, and other local government departments.
Analyzes agency appropriation requests by reviewing for completeness, uniformity, and conformity to established guidelines.
Assists with managing federally and locally-funded program areas and projects.
Prepares agenda reports under the direction of the Community Impact Administrator.
Works with Housing & Community Development and Finance Departments to ensure all ARPA accounts and sub-recipient funds are accurately maintained in compliance with all applicable state and federal rules and regulations.
Maintains current and accurate balance of accounts; analyzes accounts for the type and accuracy of transactions and prepares journal entries to keep accurate track of monies received and expended in collaboration with the Finance Department.
Recommends and monitors performance measures for federally- and locally-funded programs and projects; provides technical assistance to staff and sub-recipient agencies to establish appropriate measures for their programs in order to access program effectiveness.
Reviews sub-recipients financial records and reports to recommend refinements which will ensure compliance with federal and local financial, reporting and procurement regulations and better management practices.
Assists the Community Impact Administrator and Finance Department with compiling information necessary to report the financial status of all budgets and program data related to federally- and locally-funded programs..
Develops measurements of both qualitative and quantitative data; develops evaluation strategies using cost-benefit analysis, regression analysis, time series analysis, and other statistical methodologies to assess programs and services; develops flow charts to represent processes.
Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues or questions.
Prepares and presents staff reports and presentations at various community and governmental meetings, occasionally draft Commissions documents, serve on various committees and task forces.
Monitors sub-recipients for contract compliance recordkeeping and reports to ensure that all requirements are met, problems are corrected, and Housing and Community Development Department management is able to report on program compliance.
Performs and supervises site visits for the most complex federally and locally-funded to ensure compliance with federal and contractual requirements.
Develops and maintains detailed program policies and procedures in suitable manual form so that all staff clearly understands current policies by using one source of information.
Coordinates programs internally and externally to ensure that programs complement each other, are not duplicated, and best serve the client.
Prepares sub-recipient agency contracts; reviews agency scope of services budgets and performance goals for accuracy and compliance, reviews contracts with attorney, prepares contracts for execution.
Evaluates grant proposals and ensures activities are eligible within established criteria and federal and local guidance..
Composes and/or prepares reports, organizational and flow charts, decision trees, and pareto charts, summary presentations and reports, graphs, spreadsheets, work plan/audit program, and other documents associated with the daily routine and duties of the position.
Occasionally attends Mayor & Commission Meetings, Work Sessions, Committee Meetings and Executive Team meetings Plans and coordinates various meetings and events.
Assists with retrieval and copying of documents in response to Open Records Requests.
Performs other duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of ACCGov, American Rescue Plan Act funds, State and Local Fiscal Recovery funds, and state and federal requirements.
Knowledge of federal reimbursement and reporting procedures.
