Purpose of the Job
The purpose of this job is to coordinate budget, planning, and research activities for the Director and other key departmental staff, including the Engineering Administrator. Duties and responsibilities may include, but are not limited to: reviewing and developing programs and management systems for all divisions within the Department; developing and compiling various budget and financial documents; analyzing operating systems, communication methods, policies, and procedures in order to assess efficiencies and enhance effectiveness; maintaining capital project timelines, conducting financial reviews of divisions and cost analyses of services and programs; performing research functions; acting as a liaison among departments, government, public and other stakeholders; serving as contract administrator for capital projects; researching grant funding opportunities; developing public engagement communication and events; oversight of APWA Accreditation process; and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
Must work independently with limited direct oversight from the Director.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC’s safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Bachelor’s Degree in Public/Business Administration, Finance, Project Management, or a related discipline with four years of management analysis, accounting/bookkeeping, auditing, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Two years of supervisory experience is required.
Master’s Degree preferred.
Must possess a valid drivers’ license.
Must possess or have the ability to acquire Notary Public status.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff including Engineering/Stormwater division Administrative Assistant and temporary staff; handles employee concerns and problems, directs work, counsels, disciplines and conducts performance appraisals within the scope and function and role; and serves as team leader for all divisional Administrative Assistants.
Responsible for the financial planning and tracking of capital improvement and SPLOST-funded projects managed by the department; develops regular reports that summarize expenditures, current encumbrances, and planned future liabilities for each improvement project.
Identifies and administrates various Federal, State, and Local funding sources used on infrastructure projects and ensures projects meet grant requirements and obligations.
Coordinates contract management for Capital and SPLOST-funded projects, working with Engineering Administrator and Construction Coordinator; submits and track routing of contracts for required signatures; submits Notice to Proceed to contractors; provides regular reporting on contracts and fund usage to project team and contractors.
Monitors capital expenditures against Mayor and Commission-approved contract limits; prepares and submits invoicing; prepares reports for Assistant Director and Engineering Administrator.
Assists with the development of the Department’s operating budget, compiling cost figures, and coordinating budget development tasks for different funding sources and within the four different divisions.
Maintains accurate record of and monitors Department revenues, expenditures, billings, collections and deposits; makes necessary line item transfers.
Oversees APWA Accreditation process, including the development and submittal of process/procedures and reports; maintains annual accreditation requirements as needed.
Researchs, prepares, edits, and submits required Mayor and Commission Agenda Reports for all phases of project development for Engineering, Traffic, and Stormwater divisions.
Develops and implements public engagement component of capital projects; coordinates communication/events with appropriate staff and other departments; maintains Web site and social media content.
Coordinates and conducts review and analyses of operations, organizational structures, and responsibilities as it affects the efficiency and effectiveness of the respective Department.
Assists divisions in the development of goals, objectives, performance measurements, and data collection systems; develops procedures and flow charts to represent processes.
Assists staff, governmental employees, elected officials and the public by researching and providing information for various purposes and for inquiries into governmental or Departmental activities, permit requirements, programs, functions or events; may represent department on various committees/boards such as Road Safety Audit Team.
Reviews, researches, prioritizes, and forwards Commissioner and citizen work requests to appropriate staff; reviews staff responses and provides updates to Clerk of Commission or other appropriate staff.
Researches opportunities for and submits program and project accomplishments for recognition or certification, including APWA, BFC Program, and others.
Oversees development of the Department’s annual work plan and publication of biannual report.
Interviews and observes the work of employees at all levels of the Department to gain an understanding of the work performed, to analyze tasks, to review processes, and to develop recommendations for improvement.
Prepares reports and presentations concerning Capital and SPLOST-funded projects, departmental programs and operations and detail findings and recommendations on staffing levels, organization, and resource deployment for the Director.
Performs other related duties as required.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, calculator, copy and facsimile machines, telephone, and other office equipment. Must be able to use body members to work, move, or carry objects or materials.
